Description
Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing a fixed priced Base Plus Three Options Periods ThermoFisher Scientific Preferred �Service Contract/Agreement �(Base Year period of performance (POP) March 6, 2020 � March 5, 2021, �1st option period POP March 6, 2021 through March 5, 2022, the 2nd option period POP, March 6, 2022 through March 5, 2023 and the 3rd option period POP March 6, 2023 to March 5, 2024 ) for the following: �FEI / Tecnai 20 D2067 / F1040257 Electron microscope Services to include but not limited to: �The Preferred contract provides 4-hour targeted telephone support, 48-hour targeted onsite labor response, unlimited labor hours (including travel time and expenses), all necessary spare parts (including applicable accessories), replacement FEG tip (for applicable products), one preventive maintenance visit (per year) and software updates.� The Tecnai20 is a highly specialized and technical instrument. The service/maintenance must be performed by an authorized personnel/engineer specially trained to maintain the Tecnai20. Interested firms with the capability of providing/performing all the required service, shall submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b)whether this procurement will be set-aside for any of the programs described above.� The intended procurement will be classified under North American Industrial Classification (NAICS) code 811219 with a size standard of $20.5M. All respondents are required to identify their firm�s size and type of business.� Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government�s requirements for the above. The capability statement shall be in enough detail, so that the Government can determine the experience and capability of your firm to provide the service above. ���All responsible sources who are certified by FEI Company (part of ThermoFisher Scientific) as authorized third-party repair vendors may submit a proposal showing their capabilities and past performance repairing this type of equipment/components. The vendors shall provide certification from original equipment manufacturer, FEI that they are authorized to perform these services and have access to OEM parts, software updates, supplies, etc. �Capability statements must include the name and telephone number, email address of a point of contact having authority and knowledge to discuss response with Government representatives.� Capability statements in response to the market survey that do not provide enough information for evaluation will be considered non-responsive.� A copy of the capability statement must be received at the contracting office address/designated location: 6710B Rockledge Drive, 1159B, Bethesda, MD 20892 - ATTN: Tina Robinson or sent via email to robinsti@mail.nih.gov prior to 9:00 a.m. eastern standard time on January 24, 2020.� Capability statement must reference solicitation# NICHD-20-018. Submission by email must also reference solicitation # NICHD-20-039 on the subject line of the email. Capability statement/responses by fax will not be accepted.
