- Description
- It is the intent of the Missile Defense Agency (MDA) to award a contract on a sole-source basis to Lockheed Martin Missiles and Fire Control (LMMFC), 1701 W Marshall Drive, Grand Prairie, Texas, 75051-2704 to support the future sale of seven Terminal High Altitude Area Defense (THAAD) Batteries by providing Ground component equipment production, training, spares, spares consolidation, software support, facility support, engineering services, obsolescence, OCONUS and CONUS System Integration and Check-Out (SICO), three-level maintenance, software updates, SIL and testbed maintenance, Contractor Logistics Support (CLS) ramp-up, and Field Surveillance Program (FSP). These Foreign Military Sale (FMS) requirements are in support of the Kingdom of Saudi Arabia (KSA). The proposed acquisition will be sole source to LMMFC, pursuant to the authority of FAR 6.302-1(a)(2)(ii) and (iii), as the resulting follow-on contract is for the continued provision of highly-specialized supplies and services where it is likely that award to any other source would result in substantial duplication of cost and unacceptable delays of the requirement. LMMFC performs the role of the THAAD System prime contractor and overall weapon system integrator. As the current prime contractor, LMMFC is the only responsible source that can provide the required technical expertise and experience without substantial duplication of cost and a learning curve. The costs already invested in the THAAD System could not reasonably be recovered through full and open competition without introducing unacceptable delays in the required support to meet this FMS customer's needs. No source other than LMMFC can provide the extensive technical expertise that is required to ensure accurate requirements definition, proper configuration management and adherence to interoperability standards including both U.S. and non-U.S. defensive systems. Any source other than LMMFC would have to acquire, in a very limited timeframe, the extensive knowledge and experience which LMMFC already possesses. Companies interested in subcontracting opportunities may contact LMMFC, Mr. John Lindley(972) 603-0948. Point of contact for MDA is Ashley Kennemer, MDA/CTF (256) 450-1170. The proposed contract action is for supplies or services that the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii) and (iii). This notice of intent is informational and is not a request for competitive proposals. Approved for Public Release19-MDA-10306 (17 Dec 19)
