Description
THIS IS NOT A SOLICITATION FOR QUOTES THIS IS A SYNOPSIS OF AN UPCOMING SOLICITATION This is synopsis of a proposed contract action under FAR Subpart 5.2. This is not a request for quotes, proposals, or bids; no purchase order or contract will be awarded from this notice. No solicitation is currently available. The Bureau of Reclamation, Interior Region 9, Columbia-Pacific Northwest intends to solicit quotes for law enforcement services (with full arrest authority) for the facilities, structures, and properties within the Grand Coulee Power Office (GCPO) physical and administrative boundaries located in the state of Washington. The required service area includes tribal lands and multiple counties: to include, Grant, Douglas, Okanogan, and Lincoln. The resulting purchase order will be a performance-based, firm fixed price commercial service. Reclamation may award purchase orders to multiple entities base on appropriate jurisdiction and law enforcement authority. Each purchase order will be for a 12-month base period, and four (4) 12-month option periods. Reclamation cannot provide law enforcement or arrest authority to any entity. Therefore, the awarded contractor(s) must have its own law enforcement, to include full arrest, authority in the required service area. The contractor(s) shall furnish all labor, transportation, facilities, equipment, material, and supervision required to successfully perform the work required in the purchase order. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations (FAR), Reclamation intends to issue a Request for Quotation (RFQ) in February 2020. Quotes will be due March 2020. The solicitation will be open to all entities with law enforcement authority in the required service areas and North American Industry Classification System (NAICS) code 561612, Security Guards and Patrol Services; the Small Business Size Standard is $22.0 million. Reclamation anticipates award(s) no later than May 2020. NOTICE: Once the RFQ is issued, a notice will be publicly posted in accordance with FAR Subpart 5.2; however, the full solicitation will not be available. To receive the full solicitation, interested vendors must email Amanda Somerville, at asomerville@usbr.gov with documentation of their own law enforcement, to include full arrest, authority and the boundaries of said authority. Quotes will only be accepted via email or fax. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to submission of offer. Currently, SAM is located at beta.sam.gov. SAM is a Federal Government owned and operated FREE website located at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury's Invoice Processing Platform System (IPP). IPP is a Federal Government owned and operated FREE website located at www.IPP.gov.
