Description

This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.202, Synopsis of Proposed Contract Actions, to make notice of NASA Kennedy Space Center�s intent to negotiate a sole source purchase order pursuant to FAR 13.106-1(b)(1) with Harlan Brown & Company for the 2020 Launch Services Program�s (LSP) customer relationship assessment. The contractor will be required to develop and conduct customer relationship assessments through the use and interpretation of customer surveys. These surveys will provide in-depth analysis that will facilitate better alignment of LSP services through the use of knowledge gained from previous LSP studies over the past ten years. Since this is a continuation of previous efforts by Harlan Brown & Company, they are the only source with the specialized knowledge of the LSP mission, culture, history, and unique customer relationships, which is key in assessing the trends over the past ten years. The 2020 assessment must utilize the same processes implemented over the past ten years that will result in consistency in analysis and reporting since the results will directly input into a proprietary customer satisfaction metric developed by Harlan Brown & Company. The time and effort required for another source to obtain the institutional understanding of LSP and develop a new customer satisfaction metric would duplicate costs to the Government that would not be expected to be recovered through competition. This synopsis is not considered a request for proposal. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 PM eastern time on January 29, 2020.� Submitted capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to proceed with conducting this procurement on a non-competitive basis. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
