- Mission and Installation Contracting Command (MICC) Fort Benning intends to negotiate/award a sole-source contract to Bell South AT&T, IAW FAR 13.106-1(b) (1). IAW FAR 6.302-1(a) (2) (iii) (A); The National Exchange Carrier Association, Inc. Tariff FCC No. 4.� Bell South - AT&T is the only source capable of providing the required service to this Local Access and Transport Area (LATA).� The NAICS code is 511210. This requirement is for the purchase of Bell South AT&T upgrade services for an Enhanced E911 Phone System Public Safety Answering Point (PSAP).� This notice of intent is not a request for competitive quotes. �However, the Government shall consider all responses received by February 03, 2020 at 09:00 AM EST.� All interested parties may identify their interest and capability to respond to this requirement. �Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC-Fort Benning will not be responsible for any costs incurred by interested parties in responding to this notice is via email with responses or questions regarding this requirement at cardova.d.hall.civ@mail.mil. This notice will close at 0900 A.M. February 03, 2020. �Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. The 911 Service includes lines and central office features necessary to provide the capability to answer, transfer and dispatch public emergency telephone calls originated by persons within the telephone central office areas arranged for 911 calling. When requested by local government authorities, and subject to the availability of facilities, the contractor will provide a universal number ""911"" for the use of Public Safety Answering Points (PSAPs) engaged in assisting local governments in the protection and safety of the general public.� Use of the E911 number will provide each caller with telephone access to the appropriate local PSAP. The 911 customer may be a municipality or other state or local governmental unit, or an authorized agent of one or more municipalities or other state or local governmental units to whom authority has been lawfully delegated.
