Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Sole Source, Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to L3Harris Technologies, Northampton, Massachusetts for the procurement of Universal Modular Mast (UMM) spare parts and cylinders utilized onboard VIRGINIA and COLUMBIA Class submarines. The Contractor shall manufacture and procure non-commercial components to support on-going efforts of maintenance and repair of UMM on VIRGINIA and COLUMBIA Class submarines. The contractor shall provide all of the necessary materials, parts, testing and delivery of required spare parts at varying quantities intended to be ordered based on need over a sixty (60) month period of performance. The Government intends to make an award prior to the end of the 3rd quarter of fiscal year 2020. The NAICS code is 336611 with a size standard of 1,250 employees. The Product Service Code (PSC) for this effort is J019. Pursuant to 10 U.S.C 2304(c)(1), L3Harris Technologies, via its wholly owned subsidiary Calzoni, located in Bologna, Italy as the original engineering manufacturer (OEM), are the sole designers and fabricators of the UMM system, and therefore the only capable source to manufacture and delivery the required spare parts to support the current UMM Systems. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Disclaimer: This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via https://beta.SAM.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
