- Subject:� The scope of this project is for procurement Force Protection Training for the Special Operations Detachment (SOD) of Maryland Army National Guard (MDARNG). Purpose: Maryland Army National Guard proposes to enter into a Firm-fixed Price contract for Force Protection Training inclusive of lodging and meals for the MDARNG SOD-O.� Training to include Unimproved/Off Road, Evasive Driving course, and Pistol/Carbine training. (See Performance Work Statement [PWS] for training, lodging and meals details) Synopsis: �PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED.� �This is a combined synopsis/solicitation for Commercial Items in accordance with (IAW) the format in the Federal Acquisition Regulations (FAR) subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912K6-20-Q-0022 is issued as a request for quotation (RFQ). The results of this requirement will be a Firm-Fixes priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the government to do so. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01. This requirement will be awarded on an all or none basis as a commercial item Fixed Price purchase order under procedures on FAR Parts 12 and 13. Offer/Bid must be valid for 30 days or longer. FAR Provisions and Clauses applicable to this acquisition can be obtained from the following website, �https://www.acquisition.gov/. �The contractor shall provide a complete quote IAW the attached PWS. Contract Type and Evaluation Criteria: The contract type for this procurement will be a firm-fixed price. The award will be made based of best value under FAR Part 13.106. The North American Industry Classification System (NAICS) is 611430 Professional and Management Development training and 721110 Lodging Hotels/Motels. The Government, with evaluation based on, FIRST - ability of the contractor to meet all of the requirements outlined in the PWS inclusive of the limited distance of 1-4 hours from 21204 and lodging within 25 minutes of training site. SECOND - past performance history. THIRD - price. Maryland National Guard reserves the right to award to other than the lowest price if the lowest quote submitted does not meet all of the required specifications and does not provide the best value to the government. Place of Performance/Destination:� See Performance Work Statement (PWS) Attached Period of Performance: 5 Days on site with an additional 15 days lead time after award of contract to allow for coordination with customer point of contact. (See PWS for onsite period of performance for actual training, lodging and meals) Acceptance Criteria:� All training will be documented and a list of attendance to all training provided will forward to Contracting Officer.
