Description
The following is a snyopsis and a proposal is NOT being requested at this time. The Army Contracting Command � Rock Island (ACC-RI) intends to issue Request for Proposal (RFP) #UNAWRD-20-R-0APG sole source to L3 Harris Corporation in accordance with FAR 13.501(a)(1)(ii), sole source under simplified procedures for certain commercial items. The RFP will be issued to fulfill the Government�s requirement for a new dispatch console solution at Aberdeen Proving Grounds (APG). The solution includes six new dispatch consoles for a new dispatch center as well as moving the existing LMR equipment from the current dispatch center to the new dispatch center. The contractor shall provide all required LMR infrastructure, warranty, services, and licenses to ensure all required equipment (existing and new) is operable with the new dispatch console solution.� Services include project management, systems engineering, equipment installation and optimization, security implementation, acceptance testing, relocation, and programming to support the APG dispatch console solution.� All proposed equipment must be 100% interoperable with the existing Harris 6.2.1 LMR system and programming platform in operation at APG.� Due to Army information assurance and cybersecurity requirements, the contractor shall only provide software and hardware that is compliant with the current cybersecurity baseline of the existing APG LMR system.� APG requires six new Maestro dispatch consoles for the new dispatch center to increase their dispatch capability. The Maestro dispatch consoles allow any dispatcher to communicate seamlessly to any radio within the APG system, including legacy radios connected through interoperability gateways. The new Maestro dispatch consoles shall include a back-up communications solution in the form of an encryption enabled desktop subscriber unit for each dispatch console position. The new dispatch consoles and backup solution shall be delivered within six months from contract award followed by a 12 month period for warranty. In addition, APG requires relocation of the two (2) cabinets. Cabinet one (1) consists of five (5) existing interoperability radios with associated power supplies, and two (2) M7100 control stations.� Cabinet two (2) consists of one (1) router, one (1) switch, one (1) rack mountable UPS unit, and five (5) existing interoperability gateways. These existing interoperability radios are used for mutual aid. The contractor shall test all equipment to be relocated prior to and after the relocation to ensure it works properly. Additionally, the antenna systems are not reused after radios have been relocated to ensure the antenna and cables work properly. Therefore, this requirement also includes seven new fully configured antenna systems to support each of the five existing interoperability radios and two control stations. This effort will consist of Engineering, Furnishing, Installing, Securing and Testing (EFIS&T) the new antenna systems. The relocation and new antenna systems shall be delivered within six months from contract award, followed by a 12 month period for warranty. The proposed RFP will result in a firm-fixed price single award. Streamlined evaluation procedures will be utilized for this procurement. See FAR 12.602. The estimated closing date for the RFP is�24 February 2020.
