- Description
- *AMENDMENT 01* THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this amendment is to assess the ability of potential offerors to manage their firms present workload and availability of their project teams (including consultants) for the specified contract performance period. Potential offerors are requested to describe the workload/availability of their key personnel during the anticipated contract performance period and the ability of their firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably. Typical task orders issued under this contract are expected to range between $100K to $5M; with construction cost ranging from $10M to $100M. Historically, the yearly projected workload can yield up to 20 task orders ranging from full design effort, design-build request for proposals, surveys and geotechnical work. Project programs typically supporting this contract are Utility-Energy Management (UEM), Major Maintenance Repair Program (MMRP), Special Projects, and Military Construction Programs. Potential offerors are requested to submit a narrative with a maximum of 5 pages (one-sided) in response to this Sources Sought Amendment addressing the items listed in this paragraph. The target award for this IDIQ contract is anticipated to be $60,000,000. All service-disabled Veteran-owed small businesses, certified HUB-Zone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to the Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services no later than July 2020. The appropriate NAICS Code is 541330 Engineering Services. The small business size classification for this procurement is $16,500,000. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. RESPONSES ARE DUE ON MONDAY, 3 FEBRUARY 2020, by 2:00 PM EASTERN. LATE RESPONSES WILL NOT BE ACCEPTED. The response shall be sent by email to the following address: deanna.ward@navy.mil. Questions or comments regarding this notice may be addressed by email to Deanna Ward at deanna.ward@navy.mil.
