- Description
- The Naval Facilities Engineering Command (NAVFAC) Southwest, San Diego, California intends to issue a modification to Indefinite Delivery/Indefinite Quantity (IDIQ) Contract No. N62473-14-D-0061 to increase the contract ceiling authorized. Contract No. N62473-14-D-0061 was awarded to RJC Architects, Inc. (RJC), on August 28, 2014 �� �and provides for Multi-Disciplinary Architect-Engineer (A-E) Services for Naval Special Warfare Command (NSWC) projects in Southern California within North American Industry Classification System (NAICS) Code 541310 with a task order range of $250,000 to $5,000,000. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source (RJC) under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. Increasing the IDIQ contract ceiling will allow the same A-E that developed the Request for Proposals (RFP) for P(Q) 876, P(Q) 797, P(Q) 893, P-991, P-998, P-947, P(Q) 776, P(Q) 920 and several others at Coastal Campus (Silver Strand Training Complex) to provide full plans, specifications and Post Construction Award Services (PCAS) support for the Fiscal Year (FY) 22 projects P(Q) 904, P(Q) 912, P(Q) 964 and provide PCAS support for the FY 21 projects P(Q) 911 and P(Q) 951. �RJC developed the architectural and design vernacular for Coastal Campus through the development of bridging documents with restrictions on changes to the floor plans and exterior elevations. �Continuing with the same architect will provide design continuity and provide the �Campus� environment required by NSWC. It would be detrimental to the Government to change A-E firms because RJC is holder of extensive corporate knowledge and a different A-E firm could not be expected to assimilate the total information and experience held by RJC and its sub-consultants within a reasonable time. This would impact another A-E�s ability to provide A-E services in a timely manner and to continue the existing architectural vocabulary and design standards of the Campus. In addition, RJC has developed the entire planning, design and construction documents for the NSW Coastal Campus at the Silver Strand Training Complex � South (SSTC-S), a part of Naval Base Coronado, San Diego, CA. � Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice.
