Sources Sought/Request for Information US Army Corps of Engineers, Vicksburg District (MVK) Rental of a Diesel Vessel with Operating Personnel THIS IS A SOURCES SOUGHT NOTICE. THIS IS NOT A REQUEST FOR QUOTES. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10 to gain knowledge of interest, capabilities, and qualifications of all firms interested in participating in competing and performing a service contract for the MVK. The U.S. Army Corps of Engineers (USACE) has from time to time secured for the government the rental of diesel vessels which includes operating personnel. The subject vessels shall be certified by the U.S. Coast Guard as a ""Vessel Carrying Passengers for Hire,"" and be certified to carry a minimum of 15 passengers. The objective of this sources sought is determine if there are a reasonable number of interested business sources capable of providing the required vessels within the specifications. The Government is seeking to identify business sources under North American Industry Classification System (NAICS) 532411, Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing the NAICS with a small business size standard of $35,000,000.00. All interested, capable, qualified and responsive contractors are encouraged to reply to this Sources Sought. 1.�Contract Information:� The Vicksburg Contracting Office (VCO) is soliciting Capability Statements and Past Performance information from all interested, capable, qualified and responsive contractors to participate in a new requirement for the rental of one diesel vessel with operating personnel for the USACE, Vicksburg District (MVK). � 2. Project Information: This requirement is for vessel usage on the Mississippi River between Cairo, IL, (Mile 953 AHP) and Southwest Pass (Mile 0 AHP) (to include Ports and Harbors between these river miles), Yazoo River from the mouth of the Yazoo Diversion Canal to Greenwood, MS, on the Red River from the Mississippi River to Shreveport, LA, on the Ouachita and Black Rivers from the mouth of the Black River to Camden, AR, on the White and Arkansas Rivers from the mouth of the White to Little Rock, AR, and on the West Pearl River from Gulf of Mexico to Bogalusa, LA. Requirements of the work include (but are not limited to) the following: Travel to and from the vessel�s home port to the site of work location, travel between work locations, and travel from a work location back to the designated home port will be made when authorized or directed by the Contracting Officer or his representative Furnish and pay all necessary operators required for the satisfactory, efficient, and safe operation of the vessel. The Contractor shall be responsible for compliance with all applicable labor laws. The operator of the work vessel shall be licensed by the U.S. Coast Guard to operate motorboats carrying more than 15 passengers for hire. The vessel may be directed by the Contracting Officer's representative to travel and work under conditions that will require a qualified crewman in addition to the qualified operator. � The vessel may be directed by the Contacting Officer's representative to travel and work under conditions that will require the services of a watchman during non- operating time of the vessel. The average speed of 20 miles per hour for the vessel shall be determined by running a measured course downstream and upstream with the mean speed of the two courses used as the average. The operator furnished by the Contractor shall have a current boat operator's license issued by the U.S. Coast Guard to cover the waters in which the vessel will be operated. 3. Submission Requirements: The Government invites all interested, capable, qualified and responsive contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting, to submit a Capability Statement demonstrating their capabilities to perform the required work. The company's CAGE Code and DUNS number shall also be included with the submission. Contractors MUST have an active record in the System for Award Management (SAM) database. The Capability Statement for this sources sought is not expected to be a proposal but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in performing the requirements noted above. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received from potential sources as a result of this sources sought. Respondents will not be notified of the results of this Sources Sought. All interested firms, registered with the System for Award Management (SAM) under NAICS code 532411 have until Monday, February 2, 10:00 am (central time) to submit the following information: 1. Please provide your company name, address, point of contact with corresponding phone number, e-mail address, CAGE code and DUNS number. 2. Clearly confirm that your company business size as under NAICS 532411. If applicable provide your socio-economic indicator designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, or Woman-Owned Business. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. 3. Provide evidence supporting your capabilities to perform the necessary work. Include project name and key/salient features of the project. Please provide at least one point of contact (with email address and phone number) for project validation. 4. What does your company specialize in? 5. Firm's capability to perform to include geographic location. 6. What experience does your company have with Government contracts? � � All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. Submission of information should be limited to not more than 10 (ten) pages. Submissions that are not received within the allotted time and/or do not meet all requirements will not be considered. Responses to this Sources Sought may be e-mailed to Judy Huell at Judy.M.Huell@usace.army.mil with the title Rental of Diesel Vessel with Operating Personnel. No hard copy or facsimile submissions will be accepted. ��Responses must be received no later than Monday, February 2, 2020, by 10:00 am., CST.
