Description

This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. Market research is being conducted to determine if there are a reasonable number of small business concerns to set this future project aside. If your firm is a Small Businesses, 8(a), HUBZone Certified Small Business Concerns, Woman-Owned Small Business, or Service Disabled Veteran Owned Small Businesses and you are interested in this project please respond appropriately. The Depart of Labor is seeking information regarding capability and availability of potential contractors to perform one (1) stand-alone, Firm Fixed Price Contract for Design-Build construction services for the installation of perimeter foundation drains and subsurface to capture ground water and surface water runoff and discharge away from Recreation Center-Building E. The new drainage system will be tied into the existing storm drain system at the New Hampshire Job Corps Center. Work also includes the replacement of moldy gypsum wallboard behind the gymnasium bleachers, removal of the existing hardwood gymnasium flooring, preparation of the subfloor concrete floor, installation of high RH topical moisture mitigation epoxy system over the gymnasium concrete slab, and installation of a new wood gymnasium flooring system to match the existing floor system. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5 Million. The estimated magnitude construction price range is $500,000.00 to $1,000,000.00. The purpose of this Sources Sought Notice is to obtain insight into the interest and capabilities of small business firms to perform a firm fixed price Design-Build construction type contract of this magnitude and to determine if there is adequate competition to compete and successfully perform. Interested Offerors shall respond to this Sources Sought Synopsis no later 2:00pm Eastern Time, August 8, 2019 . ALL RESPONSES MUST BE EMAILED to David Stephens, Jr., Contract Specialist at: Stephens.david@dol.gov. (Please reference the Sources Sought Number and Project Title in the subject block of the email). Firms interested in submitting their capabilities for this project, you must include the following information in the cover letter /introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination, and qualifying small business status/certification of Small Business (3) Bonding capacity (from surety). If submitting as a Joint Venture (JV), all JV s must have an agreement, JV entity DUNS, and CVE certification. This is NOT a Request for Proposal and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought.
