Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a maintenance dredging of the Rye Harbor Federal Navigation Project (FNP) located at Rye, NH.� This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns as described below.� The NAICS code for this procurement is 237990 with a size standard of $30M. �The contract solicitation is planned to be issued on or about July 2020.� The dredging will occur in the fall/winter of 2020/2021 and is expected to take approximately three month to complete.� The estimated construction cost is between $1,000,000 and $5,000,000. The Rye Harbor FNP consists of:� a channel 100 feet wide by -10 feet deep MLLW from deep water northwesterly 600 feet through the entrance (between two breakwaters) then at -8 feet deep MLLW for 1,700 feet within the harbor; two 5-acre anchorages, one -8 feet deep MLLW south of the channel and the other -6 feet deep MLLW north of the channel.� Work will also include dredging of the -8 feet deep State anchorage. The proposed work consists of dredging approximately 60,000 cubic yards (CY) of a mix of fine sand and silty material from shoaled areas Federal channels and anchorages. �All areas of the FNP will be dredged to the authorized project depth, plus one foot allowable overdepth.� A mechanical dredge will be used to remove material from the shoaled portions of the channels/anchorages, and dredged material will be transported in scows for placement at either the Cape Arundel Disposal Site (approximately 22 NM away) or the Isles of Shoals North Disposal Site (approximately 12.5 NM away). �The anticipated allowable dredging window is between November 15 and March 15.� Additional work includes removal of derelict moorings as necessary.� In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of 25,000 CY per 30 calendar days.� Environmental coordination and permitting has been completed by the U.S. Army of Engineers, New England District. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, and two (2) example projects performed by the firm in the last ten (10) years (including Points of Contact) for projects showing experience with the proposed equipment, used on projects with a total dredged quantity of at least 50,000 CY, using mechanical dredging equipment, in coastal waters, with open ocean dredged material placement, at the 25,000 CY per 30 day period production rate necessary to successfully perform the work. �Firms may use subcontractor experience to demonstrate experience with the requirements.� Bid bond will need to be provided with the bid when the solicitation is issued.� Responses are limited to twenty pages and due by February 8, 2020.� Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Guesley Leger, or electronically to Guesley.Leger@usace.army.mil.� The Government will not pay for any material provided in response to this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
