Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST�s use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. � The National Institute of Standards & Technology (NIST), requires services for replacement of two English Boilers and supporting components in Building 302, Steam and Chilled Water Generation Plant located on the Gaithersburg, MD campus. At 20 years old, the existing Dual Fueled boilers (natural gas and #2 fuel oil) are near the end of the typical service life.� This project replaces the existing boilers and supporting equipment while providing improvements to the system as far as efficiency and controls. Work includes demolition and removal of the existing boilers and support system electrical and mechanical equipment. The new boiler system consists of two (2) 80,000 pound per hour dual fuel boilers, new fuel oil pumping systems, motor control systems and variable speed drive upgrades for the feed water system.� This work also includes upgrades to four existing boilers with mud drum heaters.� All systems will reuse the current SCADA system that operates the plant. This project is logistically challenging since all work is done while the plant must maintain full operational readiness and provide steam to meet site demand. Tasks (not all inclusive) Removal of existing boilers, burners, economizers, controls, and associated piping; provision of industrial water tube boilers, and associated piping; upgrades to fuel oil pumping system; modifications to boiler feedwater distribution; modification to boiler feedwater pumping; electrical demolition and provision of electrical work; hazardous material precautions; painting; cleanup; and associated incidental work. New boilers 5 & 6; exhaust stack changes (one ea per boiler, 65' high), feedwater pump VFD upgrades; mud drum heaters for SG 1-4; fuel oil pump replacement , DA tank rebuild, aux feedwater system corrections and VFD'd, replace two older MCCs (MCC 3c and 3d) that support SG 5 & 6, includes arc flash protection.�� Wings' control booth upgrades; shift supervisor displays, and consoles upgraded with camera coverage with both inside and exterior coverage. Instructions / Required Submissions Interested parties shall describe the capabilities of their organization as it relates to the requirements described above and in the attached Draft Statement of Work. The small business size standard associated with the NAICS code for this effort, 333414Heating Equipment (except Warm Air Furnaces) is 500. Interested parties shall include their business size classification and socio-economic status in response to this notice. �The following information is required to be provided as part of the response to this source sought notice: �1. Documentation/Description of capabilities, which clearly demonstrates the capability of providing equipment and services relevant to those described herein; 2. Name, Address, DUNS number, CAGE code, business size, and point of contact information of the company; 3. Any other relevant information that is not listed above, which the Government should consider in finalizing its market research. Responses are limited to a total of ten (10) pages in MS Word or PDF format. General Information �After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract.
