- AMENDED NOTICE ARLINGTON NATIONAL CEMETERY (ANC) MCPHERSON AREA ROAD RECONSTRUCTION, ARLINGTON, VIRGINIA This is a pre-solicitation notice.� This is NOT a solicitation.� Do NOT submit proposals or questions in response to this notice.� The U.S. Army Corps of Engineers-Norfolk District intends to issue an Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC) for the acquisition of ANC McPherson Area Road Reconstruction, Arlington, Virginia.� This procurement will be conducted in accordance with FAR Part 14, Sealed Bidding. The requirement will be solicited unrestricted, with full and open competition. The applicable NAICS code is 237310 - Highway, Street, and Bridge Construction with a Business Standard of $39.5M.� The Government intends to award a firm-fixed-price (FFP) contract with approximately ten (10) Contract Line Item Numbers. The magnitude of construction is between $10,000,000 and $25,000,000., in accordance with DFARS 236.204 - Disclosure of the magnitude of construction projects.�� Project Description:� Project located at Arlington National Cemetery. Construction activities include: replace existing curbs & gutters, roadway, sub grade, inlets, drain pipes, and necessary under drains.� Associated roads include:� McPherson Drive, Farragut Drive, Jackson Circle, Lawton Drive, Capron Drive, McKinley Drive, Miles Drive, Hobson Drive, and section of Grant Drive. Scope also includes intersection of adjacent roads up to the nearest drain inlet, as required to facilitate drain line work, and storm water drain line replacement.� New conduit and hand hole boxes shall be installed for a future WI-FI system.� Finishing grading and sod shall be installed on all disturbed areas. The anticipated period of performance is as follows: Pre-Performance Administration: up to 60 calendar days Construction Duration: 365 calendar days. Closeout Administration: up to 60 calendar days Contractors will be required to submit bonding documents prior to award. The Government intends to award a firm fixed priced contract to the responsible offeror whose proposal conforms to the terms of the IFB notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through an IFB with DRC sealed bidding process.� The IFB and accompanying documents will be issued electronically and will be uploaded to beta.sam.gov on or about February 7, 2020.�� Telephone calls or written requests for the IFB package will NOT be accepted.� Prospective offerors are responsible for monitoring beta.sam.gov to respond to the solicitation and any amendments or other information regarding this acquisition.� Prospective Offerors are required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract For inquiries about this notice, please contact Mr. Stephen Astwood at (757) 201-7145 or stephen.d.astwood@usace.army.mil
