- Page 2 of 2 DESCRIPTION: The contractor shall provide all labor, materials, tools and equipment, necessary for the design and construction described here as the project called Secure Medical Gas Farm at the Miami VA Medical Center in accordance with the solicitation, Statement of Work (SOW), and specifications. Project No./Title: 546-19-104/Design-Build Secure Medical Gas Farm at Miami VA Work Location: Miami VA Medical Center, 1201 N.W. 16th Street, Miami, Florida 33125 Estimated Target Completion Period: 235 calendars days after Notice to Proceed (NTP) Magnitude of this project is between $500,000.00 and $1,000,000.00. NAICS 236220 Commercial and Industrial Building Construction Contractors. Size Standard is $36 Million. Product Service Code Y1LZ, Construction of Miscellaneous Facilities. This is a design-build project/solicitation that will use the trade-off source selection process, providing the best value to the Government. The solicitation will be issued on or about November 25, 2019. All information for this solicitation will be posted on the Federal Business Opportunities (FBO) web-site at www.fbo.gov Green Environmental Management System (GEMS) - Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state and local environmental laws and other requirements such as medical center policy and project specifications. In addition contractors should incorporate pollution prevention and waste minimization into operations. This is a 100% Service-Disabled, Veteran Owned, Small Business (SDVOSB) set-aside. Prospective Contractors are cautioned that proposal submitted in response to this solicitation must meet the criteria identified by 38CFR, Part 74. The SDVOSB concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 CFR �125.6. Any person, persons, or business entity suspected of misrepresenting itself for the purpose of securing a Government contract may be criminally investigated and prosecuted for fraud against the United States of America. Parties found misrepresenting their status also risk debarment from further Government contracts. For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm must be verified and registered in the Department of Veteran Affairs (VA) Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP), VETBIZ (www.vip.vetbiz.gov), and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their qualifications. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time of submission shall result in elimination from consideration. All Joint Ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. Point of Contact: John E.
