- NOTE: This Presolicitation Notice has a Draft RFP attached. It is the Gov'ts intent and request to engage Industry to questions and comments on this Draft. This MATOC will provide reconstruction of facilities damaged or destroyed by Hurricane Michael. On 10 October 2018, Tyndall AFB, Florida sustained a direct hit from Hurricane Michael. The reconstruction concept was developed using a �Zone� concept that corresponded to mission requirements for Tyndall AFB. Under this concept, facilities are grouped into twelve zones based upon mission requirements and/or geographic proximity at the base � all in an effort to reduce program complexity while maintaining an active Air Force base during construction. The USACE Savannah assigned zones are comprised of multiple projects, all in�Zone 10,�Zone 11, and�Zone 12. Each of the projects are approved on its own DD Form 1391, and include from one to eight individual facilities each.�There will be six intended projects to be�competed against this MATOC once awarded, the first of which will be the seed project for�Phase II of this solicitation.�These projects include: Construct new Visiting Quarters Lodging facility to provide 368 guestrooms, housekeeping spaces, and other amenities as permitted for Air Force lodging facilities as outlined in UFC 4-720-01, implementing sustainable practices where practical. Construct new dorm complex. This project constructs two (2) five-story permanent party dormitories and one (1) one-story technical training dormitory. The 2018 Air Force Dorm Master Plan identified a 603-bed requirement for Tyndall Air Force Base permanent party unaccompanied E1-E4 personnel, and a separate 50 bed, for technical training. Construct Chapel complex to replace chapel facilities damaged and destroyed in the hurricane, consisting of a large chapel, a small chapel, and a religious education facility. Construct two Community Common facilities. The first will include: Recreation Center, Bowling Center, Base Restaurant, and Arts and Crafts Center. The second facility will include: Base Library, Post Office, and Fast Food Service Facility. Construct Air Force Civil Engineer Center (AFCEC) Research, Development, Testing, & Evaluation (RDT&E) Facilities and Gate for the Technical Training Area. Facilities include: Main RDT&E research facility, AFCEC firefighting R&D facility, ballistics lab, vehicle maintenance facility, heavy equipment storage, cyber operations building, CE materials testing runway support building, robotics range control support building, energy and utility range control support building, and other supporting facilities. Construct multiple replacement facilities at the Silver Flag training site, including a Vehicle Maintenance Shop, Base Engineer Covered Storage Facility, and a Technical Training Classroom.
