Description: Program: Live, Virtual and Constructive � Integrating Architecture (LVC-IA) Recompete NOTICE TYPE: Market Research - Request for Information (RFI) BRIEF DESCRIPTION: �The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager, Synthetic Environment (PM SE), Product Manager, Common Synthetic Environment (PdM CSE) has a requirement for the Live, Virtual, and Constructive � Integrating Architecture (LVC-IA) program to incorporate future systems and capabilities, including emerging technologies and facilitating a building-block approach that integrates and updates the Live, Virtual, Constructive and Gaming (LVCG) training environment.� LVC-IA is the original Program of Record (PoR) responsible for establishing the structure and framework required to integrate current simulation environments into the Army�s Common Synthetic Environment (CSE).� As the enabler for the CSE, LVC-IA facilitates on-demand training, mission planning and rehearsals, Mission Command System (MCS) stimulation, and interoperability. � BACKGROUND:� LVC-IA provides a persistent, two-way, netcentric linkage between models, simulations, instrumentation and Mission Command Information Systems (MCIS) that support collective and battle staff training. �LVC-IA provides the interoperability and components to retrieve, collect and exchange data in real-time, enabling a realistic representation of a Common Operating Picture (COP) across the full spectrum of conflict. �The goal of the LVC-IA is to enable an LVCG CSE that approximates the operating environment and thus provides realistic training for units, leaders, and staffs. �The LVC-IA includes support of classified training exercises (up to the SECRET level) and multi-level security training exercises enabled by a Cross Domain Solution (CDS).� LVC-IA is deployed to twelve locations; nine (9) Continental United States (CONUS) and three (3) Outside Continental United States (OCONUS) locations.� �� LVC-IA Version 3.0 (V3) is the currently fielded version of LVC-IA that, like previous versions, continues the integration with core and non-core Training Aids, Devices Simulations, and Simulators (TADSS).� LVC-IA V3 also improves system performance and effectiveness through the correction of Problem Trouble Reports (PTRs) and transforms LVC-IA architecture for greater web centricity and platform independence. �� LVC-IA Version 4 (V4), currently under development, is based on requirements for Exercise Control (ExCon) and Enterprise After Action Review (EAAR) to have distributed capabilities which enable server-side components to be hosted in an LVC-IA Home Station environment at the Mission Training Complex (MTC). �LVC-IA V4 also requires the support of multiple simultaneous exercises to be running with the ability to rapidly add or remove resources on the fly. �LVC-IA V4 provides flexibility built into the viewing capabilities with distributed 2D, 3D, and Universal Mission Simulator (UMS) video throughout the LVC-IA network and extended network. �The LVC-IA extended network includes any network connections taking part in an LVC-IA exercise which are outside of the LVC-IA accreditation boundary. LVC-IA V4 will provide a capability that uses existing data standards, protocols and architectures for the STE in stimulating TADSS such as the Joint Land Component Constructive Training Capability (JLCCTC) and Home Station Training Information System, (HITS).� Additional capabilities and TADSS system integration may be implemented under the guidance of TRADOC Project Office � Integrating Architecture (TPO-IA). LVC-IA program development, integration and test activities are conducted in a Government facility in the Central Florida Research Park, and the LVC-IA Post Deployment Software Support (PDSS) Lab is located in the Contractor�s facility, currently located within the Central Florida Research Park.� Government Furnished Property (GFP) will be provided to the LVC-IA contractor and consists of a software engineering environment and lab equipment.� An integration lab designed to host the LVC-IA Core Systems in a common work area has been developed. INDUSTRY DAY:� >> The LVC-IA pre-solicitation Industry Day is scheduled for 11 February 2020 from 1:00pm to 4:00 pm in the Partnership V Building, Conference Rooms 304A & B located at 12000 Research Parkway, Orlando, FL 32826.� Request For Information (RFI) participants are encouraged to pre-register for the pre-solicitation LVC-IA Industry Day by submitting company name, list of attendees (including a main Point Of Contact), organization, phone number, and email address(s) via email to the Program and Contracts point of contacts (POCs) no later than 4:00 p.m. Eastern Standard Time (EST) on 7 February 2020. When pre-registering, please indicate your firm's desire to participate in a 45-minute one-on-one session which will be scheduled on 12 February 2020 between 9:00am and 4:00pm or on 13 February 2020 between 9:00am and 2:00pm.� Your company's POC will be notified of your scheduled one-on-one discussion with members of the Government's integrated project team. The one-on-one sessions may be held in person and/or via telecom per the participant�s stated preference. ACQUISITION STRATEGY PLANNING INFORMATION: � Contract Vehicle: The determination of Contract Vehicle and Small Business Set Aside or Full and Open Competition will not be established until market research has been completed and the Acquisition Strategy has been approved. North American Industry Classification System (NAICS): NAICS codes being considered for this effort include 333318 and 541512. �NAICS is the standard used by federal statistical agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing statistical data related to the U.S. business economy.�� Contract Type: The determination of Contract Type will not be established until market research has been completed and the Acquisition Strategy has been approved. � Approximate Funding: Funds will be appropriated using Research, Development, Test and Evaluation (RDT&E), Other Procurement Army (OPA) and Operation and Maintenance Army (OMA) funding with an annual amount to be determined (TBD). RESPONSES REQUESTED: Interested contractors shall submit responses to this RFI to both the Contracts and Program POCs not later than Friday 4:00 PM EST, 28 February 2020 indicating their capabilities in fulfilling the functions and tasks described herein. Contractors shall submit a capability statement that provides the information requested below (10 pages maximum).� Describe your management approach and processes that will be utilized to improve current capabilities, availability of skilled personnel, coordination activities with Core programs (i.e. STE, JLCCTC, AVCATT, CCTT, HITS, Terrain provider (e.g One World Terrain), Games for Training), and management of the Government development and integration facility and stand up of a Post Deployment Software Support (PDSS) lab at the Contractor�s facility. The Government facility is located in the Joint Development and Integration Facility at 12000 Research Parkway, Orlando, FL 32826. � Describe your experience and approach for the configuration management of assets, coordination of multiple baselines and synchronization of core program support to enable development of new capability, fielding to new sites, support of fielded sites, supporting/maintaining an Army Authority to Operate (ATO) using the Risk Management Framework (RMF), and supporting a Cross Domain Solution (CDS).� � Describe your experience and approach for follow-on site support during exercises, helpdesk support, and PDSS operator and maintainer training. � Describe your company�s experience in providing support to live, virtual, constructive and/or gaming simulation events/exercises, including event planning, test coordination, scenario development and exercise support/implementation. � Describe your company�s experience with PDSS.� Include any specific experience with LVC-IA or a comparable program and any of the Core System or similar programs (e.g., HITS, CCTT, AVCATT, OneSAF, JLCCTC, and GFT). � Does your company have a secured (SECRET) lab facility?� If so, where is it located?� If not, how long will it take your company to establish one.� � Describe your experience with development and maintenance of an open architecture solution such as the Synthetic Training Environment (STE) or LVC-IA, to support: Adapting/upgrading to core systems architectural changes Expanding the LVC-IA for technology insertion � With respect to all of the afore-mentioned areas of your experience relevant to LVC-IA management, engineering, software development and PDSS, what gaps exist in yours and your partners� repertoire to support LVC-IA and how would you fix them? � Is your company classified as a large or small business under the NAICS codes 333318 and 541512?
