- This announcement is a ""SOURCES SOUGHT"" only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. Your response to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential offerors (VOSB and SDVOSB) capable of providing Special Threat 10 X 12 Level III (40 EA, Stock number 400466SA), Special Threat 6 X 6 Level III (40 EA, Stock number 400466SA). Vendors would be expected to provide these items within three weeks after award. We are looking for Veteran-Owned, Service-Disabled Veteran Owned Small Businesses, and small business preferably. If you meet the VOSB/SDVOSB/Small Business requirement, please provide a copy of your VETBIZ verification with your response. Characteristics of Requested Equipment Provide Special Threat defeat Plate, certified stand-alone level III + non-ceramic plates that are fabricated using an outer 3mm AR500 armored plate bonded to a backing of approximately 62 layers of compressed hard Dyneema at a density of 3.2 lbs./sq. ft. with a linex coating for spall reduction, resulting in a total plate thickness of approximately 1 inch. Must be ""berry compliant"" and weigh about 4.2 lbs. each. Provide a multi strike plate with no maintenance (such as annual X-rays needed in determining if plates containing ceramic elements are still in compliance with their protective ratings) or shot placement restrictions on determining whether certain threats can be defeated successfully. Must also defeat these rounds, at a distance of 5 feet and at 90-degree perpendicular shots. NIJ Certified Level III+, standalone armor plate. Berry compliant. - DOES NOT contain ceramic elements (eliminating the need for annual X-ray). Offers protection from multiple shots from the M855 and SS109 (one of the most abundant and popular 5.56 mm rounds). Defeats multiple rounds from multiple angles Defeats the following ammunition: .32 Auto 71 gr. FMJ with a 1100 f/s average velocity 9 mm Luger 115 gr. FMJ with a 1240 f/s average velocity 9 mm Luger +P 124 gr. Golden Saber BJHP with a 1180 f/s average velocity .45 Long Colt 250 gr. FMJ with a 761 f/s average velocity .357 Magnum 125 gr. FMJ with a 1450 f/s average velocity 5.56 mm M193 62 gr. FMJ with a 3200 f/s average velocity 5.56 mm 75 gr. Jacketed HP with a 2750 f/s average velocity 6.8 mm 110 gr. OTM with a 2625 f/s average velocity 7.62x 51 mm M80 147 gr. FMJ with a 2780 f/s average velocity .308 WIN 168 gr. BTHP with a 2650 f/s average velocity .308 WIN 175 gr. Sierra Matchking BTHP with a 2650 f/s average velocity 12-gauge 1oz lead rifled slug with a 1550 f/s average velocity Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the items listed above. A Sources Sought Response Form is attached and must be completed. All offerors must be registered in the System for Award Management (www.sam.com), and Representations and Certifications must be completed prior to any future award. Any offeror capable of providing this service shall notify the Contracting Officer by e-mail by February 10, 2020 at 5PM PST. The NAICS Code is 315990.
