Description
The 129th Rescue Wing (129 RQW) intends to issue a sole-source award for the installation and maintenance of a T1 local voice circuit, the porting of approximately 1,000 Direct Inward Dialing (DID) telephone numbers, and local telephone services in support of Moffett Air National Guard Base (Moffett ANGB), Santa Clara County, California. Moffett ANGB is a wholly-contained US Air Force installation located on the National Aeronautics and Space Administration�s (NASA) Moffett Federal Field (Moffett Field).� As a tenant of Moffett Field, Moffett ANGB currently obtains its local telephone connectivity through leased equipment and services under its tenant support agreement with NASA.� As the landlord agency, NASA has notified the Moffett ANGB that they will no longer provide these services and that the 129 RQW will need to procure local services separately. The existing underground infrastructure at Moffett Field provides only two (2) pathways for establishing connectivity for local telephone services to Moffett ANGB.� The first is an underground pathway dedicated for use by the 129 RQW which is currently occupied with data infrastructure and services provided by Verizon.� Additionally, Verizon owns the underground infrastructure after it exits Moffett Field.� The second pathway provides connectivity from Building N-254 at Ames Research Center by crossing Moffett Field and terminating in the Base Network Control Center (BNCC) at Moffett ANGB.� Market research has indicated that other providers of local telephone services cannot furnish a circuit through a pathway that is owned and operated by Verizon.� Research has also indicated that Verizon is not currently capable of providing local telephone services and that the lead time for establishing these services would not provide these services prior to the discontinuation of the services provided by NASA.� Similarly, the lead time for obtaining construction services for establishing a new pathway would pose an undue burden on the Government because the lead time necessary for procuring and installing the pathway and equipment could not ensure that services are provided prior to the termination of existing services.� In light of these obstacles, obtaining these services through Building N-254 remains the only viable option. The 129 RQW intends to issue a sole-source award to AT&T because it is the only provider of local telephone services with existing infrastructure terminating with a point of presence in Building N-254.� Additionally, the current telephone services leased from NASA are provided by AT&T.� In light of this, AT&T is uniquely qualified to furnish and install equipment suitable for the Government�s use, porting the existing leased DID telephone numbers, and providing local telephone services to Moffett ANGB without negatively affecting the mission of the 129 RQW.� AT&T is therefore the only responsible source and no other services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B). IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal.� Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00pm, Pacific Time, on Monday, 24 February 2020.� Responses must be submitted in writing to the Contracting Officer, SMSgt Paul (Nick) Ochs, via email at paul.n.ochs.mil@mail.mil and the Contract Specialist, MSgt Bardia Barmaki at bardia.barmaki.mil@mail.mil no later than the time and date noted above.� Telephone responses and requests will not be received. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
