Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12561520Q0002 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 311119, Other Animal Food Manufacturing, with a small business size standard of 500 employees. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 001) 8-month Contract for Custom Lactating Mineral Formula, 70 Tons Specifications: The United States Department of Agriculture (USDA), Dairy Forage Research Farm in Prairie du Sac, WI has a requirement for 70 tons of a custom lactating mineral formula (see attached formulation) over an 8-month period. There will be seven (7) deliveries of an approximate 10-ton over a 8-month period. Deliveries will begin on or before February 24, 2020. Subsequent deliveries will be every 35 days (tentatively March 30, May 4, June 8, July 13, August 17, and September 21). Included are four option years for 110 tons per year with delivery of 10-tons approximately every 35 days. The contractor must be able to deliver the lactating mineral via auger truck to bins 11 or 14 at Prairie du Sac farm. The Contractor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA Dairy Forage Research Farm-Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). Include in quote the DUNs number, any delivery charge, credit card fee, and requested price(s) for the four (4) option years. Only electronic submissions will be accepted. Please email all quotes in writing to�aaron.dimeo@usda.gov.�� To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Vendor must remain active in SAM for all option years. Quotes must be received in writing by no later than�February 18th, 2020 at 3:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation are due no later than�3:00 PM CST on Thursday, February 13th, 2020.�Answers to any questions received by that time will be posted as an amendment to this combined synopsis/solicitation.
