- Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: VA INNOVATION CENTER (VIC), Impact Evaluation to Support Care and Payment Innovation Pilot Programs BACKGROUND The Department of Veterans Affairs recently established the VA Innovation Center (VIC) to improve the quality of care for America�s Veterans. Section 152 of the VA Maintaining and Internal Systems Strengthening Integrated Outside Networks Act of 2018 (MISSION Act) led VA to establish a Center for Care and Payment Innovation for which VIC holds management responsibility. VIC organizationally reports through the Assistant Secretary, Office of Enterprise Integration (OEI) with the aim of leading cross agency opportunities to transform operations, work across the Department and provide critical independence to challenge existing processes and approaches to realize significant efficiencies and improvements. To support the assessment and prioritization of payment and service delivery pilot programs under this section, a VIC/ Veterans Health Administration�s (VHA) Joint Innovation Steering Committee was chartered in 2019. The Innovation Steering Committee is co-chaired by the Principal Lead of VIC and a leadership representative of the Under Secretary for Health. VIC�s objectives are to identify, evaluate, field and assess the impact of payment and service delivery models with the goal of reducing expenditures while preserving or enhancing the quality of care for Veterans. For the implementation of this section of the MISSION Act, the Secretary of Veterans Affairs was granted by Congress the authority to waive requirements that may be necessary for the purposes of testing innovative models. Per the MISSION Act legislation, VA must conduct an evaluation or impact analysis of each model tested, including at a minimum an analysis of the quality of care furnished and the changes in spending because of that model. VA is required to make the results of the tested model available to the public in a timely fashion.� Once again, because each pilot program will vary in terms of the specific outcomes involved and how they will achieve those outcomes, VA is not proposing a discrete list of measures, but will include more specific information with each proposal for a pilot program. VA proposes to base its evaluation of pilot programs on quantitative data, qualitative data, or both, depending upon the nature of the pilot program. Different types of data may be more appropriate for different pilot program models, but each type of data is instructive and could help VA determine if VA is improving access to, and the quality, timeliness and patient satisfaction of care and services, as well as creating cost savings for VA.� Whenever possible evaluations will also include a survey of participants or beneficiaries to determine their satisfaction with the pilot program; this participant feedback likely would be subject to the Paperwork Reduction Act and would provide direct input regarding the effects of the pilot program. VIC anticipates making the evaluation results available to the public via its website. The schedule of the release of results would be indicated in the proposal for each pilot program. STATEMENT OF OBJECTIVES The contractor shall assist with the following activities: Evaluation / Impact Analysis: Developing overall impact evaluation plan Determining, using statistical tools, power calculations, and justifiable assumptions about likely behavioral responses under the pilot, data requirements and sources, the sampling approaches and sample sizes necessary to answer key questions; Providing analyses of data availability and justifications for assumptions regarding data availability, as well as contingency plans, as appropriate Analyzing the overlap and effects of competing programs and other factors in the marketplace that might dilute the impact of the intervention or contaminate the comparison group Provide tools for performance monitoring and reporting during the pilot program Designing surveys and sampling approaches Managing data collection including data gathering, cleansing, and synthesis to support pilot study design Collecting impact evaluation baseline data Collecting impact evaluation end-line data Developing impact analysis finding report Planning and implementing study designs (e.g. experimental, prospective, and randomized controlled trials) Analyzing return on investment for different options for any pilot being developed Assisting with pilot program implementation and program management Providing technical assistance and program support for Impact Evaluation to Support Care and Payment Innovation Pilot Programs CONTRACT TYPE The government plan to issue a multiple award IDIQ contract THERE IS NO SOLICITATION AT THIS TIME. This request for capabilities information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Your responses may be shared with all stakeholders, thus the information received will not be considered proprietary.
