Sources Sought Information Debris Bailing and Hauling Operations Chena River Lakes Flood Control Project THIS IS A SOURCES SOUGHT ONLY FOR THE DEBRIS BAILING AND HAULING OPERATIONS AT THE CHENA RIVER LAKES FLOOD CONTROL PROJECT, NORTH POLE, ALASKA.THIS IS NOT A REQUEST FOR PROPOSAL. THE U.S. ARMY CORPS OF ENGINEERS, ALASKA DISTRICT IS CONDUCTING MARKET RESEARCH PRIOR TO RELEASING A SOLICATION �DESCRIPTION OF WORK: � Following high water and flood events on the Chena River, trees and other woody debris accumulate on Moose Creek Dam and need to be removed, cut, loaded into dump trucks,� and hauled away to nearby staging areas.� The Moose Creek Dam is located at the Chena River Lakes Flood Control Project near North Pole, Alaska. The Contractor shall provide all personnel, equipment, transportation, materials, and supervision thereof to include safety and quality control duties, for performing debris bailing and hauling services at the Chena River Lakes Flood Control Project.��� All trucks and heavy equipment shall be provided with an operator and fuel.� The laborer under this contract shall have and operate a contractor owned chainsaw and hand tools (pike pole, scoop shovel, push broom) to assist loader operator organize, consolidate and load debris into dump trucks and keep operations area clean.� Debris bailing and hauling operations will typically require the contractor to provide two side-dump trucks. The potential hazards involved with debris bale/haul work along with site conditions where ground support personnel and heavy equipment operate within space limitations on top of the control works requires heightened situational awareness, safety considerations and thoroughness of work. The Contractor must be cognizant of the difficulties involved and of the contingencies which may arise, and must make certain that all personnel, plant, equipment, transportation facilities, and supply of materials are adequate at all times to insure complete compliance with all provisions of these specifications. The contractor shall provide all personnel, equipment, transportation, materials, and supervision thereof to include safety and quality control duties, for performing bailing and hauling operations of trees and other debris which accumulates on the trash racks of the Moose Creek Dam following high water and flood events on the Chena River. Moose Creek Dam is located in the vicinity of North Pole, Alaska, approximately 18 Miles from Fairbanks. 3. The period of performance is between May 1 thru April 30 for the base year (2020-2021), and each option year if awarded. The contract consists of a base year and 2 option years. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. The Service Contract Act will apply. Type of contract is firm-fixed price. The estimated award date is April 2020. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAMS)/ Small Business Administration's Dynamic Small Business Search (DSBS) as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The estimated magnitude is between $100,000 and $250,000 for the base and options. 4.
