- **THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Construction Owners Association of America** The intent is to award a sole source contract under the authority of FAR 13.106-1(b). The General Services Administration (GSA) Public Buildings Service�Southeast Sunbelt Region 4 intends to negotiate a sole source purchase order with Construction Owners Association of America to provide two (2) on site courses in Atlanta, GA for up to 30 project managers each on Project Closeouts and Design Process Management from an owner's perspective as it pertains to Project Management and construction projects. Each course is one (1) day in length.� This training is required for Project Managers to help maintain their certifications and also benefits Architects and Engineers staff, who can obtain CEUs because this course is also accredited by the American Institute of Architects (AIA). � Specification of Project Closeout Training Course Requirement: Instruction should include but is not limited to teach basic Design Process Management concepts from an owner�s perspective as they relate to Project Delivery and include the following learning objectives: Learning Objectives 1.���� Learn WHY a complete and efficient close out is beneficial for ALL stakeholders and participants. 2.���� Understand the challenges and barriers to a successful close out process. 3.���� Hear and discuss strategies, tools, and best practices for improving the close out process. Specification of Design Process Management Training Courses Requirement: Instruction should include but is not limited to teach basic Design Process Management concepts from an owner�s perspective as they relate to Project Delivery and include the following learning objectives: Learning Objectives 1.� Understand the design process and the players. 2.� Learn why leading design is important. 3.� Grasp the importance of planning and scheduling. 4.� Discover best practices, tips, and suggestions. The management of the design and construction process requires knowledge of an industry whose technology evolves and changes continuously. It requires interfacing with all the groups involved in the construction process. Construction Owners Association of America offer professional development courses and programs for Project Managers, Architects and Engineers.� The North American Industry Classification (NAICS) code for this acquisition is 611430 Professional and Management Development Training, Small Business Size Standard $12.0M. The Notice of intent is not a request for proposals or quotes, however all responsible capable sources may submit statements of capabilities, which, if received within five (5) calendar days of publication of this notice, shall be considered by GSA. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
