Description
Period of Performance The Contractor shall complete all work within 30 days after receipt of award. Place of Performance 100 Bureau Drive AML Complex - Buildings 215, 216, 217, 218 and 219 Gaithersburg, MD 20899 Inspection and Acceptance By COR at: 100 Bureau Drive AML Complex - Buildings 215, 216, 217, 218 and 219 Gaithersburg, MD 20899 Competition Requirements This acquisition is restricted and is being solicited as a 100% Small Business Set-Aside COMMERCE ACQUISITION REGULATION (CAR) 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist, DeChanta Vaughan at dechanta.vaughan@nist.gov and the Contracting Officer Michael Wigfall at michael.wigfall@nist.gov . Questions should be received no later than five (5) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract. The Government intends to make a single award for a Firm-Fixed-Price (FFP) type contract resulting from this solicitation. Contract Line Item Number: All Offerors shall provide a quotation for the following line items: CLIN 0001 Contractor shall remove and dispose of old batteries, provide and install new C & D Dynasty 12-300MR UPS BATTERIES.� Building 215 - Qty. 36 Building 216 - Qty. 36 Building 217 - Qty. 156 Building 218 - Qty. 36 Building 219 - Qty. 40 Total Battery Quantity: 304 CLIN 0002 The Contractor shall provide a three (3) year labor warranty on failure of replacement batteries. Statement of Work: AML Complex Battery Replacement NIST has three hundred and four (304) C & D DYNASTY model 12-300 MR series batteries in eight (8) different systems that need to be replaced (see attachment A).� Due to the critical location of these UPS systems, installation of these batteries must take place during a planned maintenance period with the Contracting Officer Representative (COR). Scope The Contractor shall provide all C & D DYNASTY model 12-300 MR series batteries (304), labor, tools, equipment, materials, supplies, transportation, supervision, administration, management, and incidentals necessary to accomplish the replacement of all batteries, and removal of old batteries from the campus. The Contractor will perform all work during NIST normal business hours.� Only after the main battery disconnecting breaker has been opened, will the Contractor perform any work on existing battery strings. The scope of the effort includes Buildings 215, 216, 217, 218 and 219 in the AML Complex at the NIST, Gaithersburg, MD campus. Tasks The following is a list of tasks necessary to replace the existing batteries.� Please refer to the attached fa�ade restoration drawings and Construction Specifications for additional information. Deliver batteries to AML Building loading dock in basement. Place system in maintenance bypass mode as to protect the load while batteries are being replaced. Completely shut down UPS systems as per schedule, remove the old batteries and palletize them for transporting off campus. Test and measure all new batteries for proper voltage and install IAW OEM standards. Perform operational test of batteries after installation has been completed. Return the system to normal operating status. Remove old batteries from campus and dispose of in accordance to local and federal environmental laws governing battery disposal. Requirements The Contractor shall have a representative on site at all times any work is being performed.� The representative will coordinate with the building manager and OEM mechanics to help maintain operational status during installation. All materials shall be in accordance with the provided specification documents and shall only be installed by authorized resellers of C & D batteries. Offeror shall complete the attached Bid Schedule worksheet and include it with their price proposal. Offeror shall provide a proposed construction schedule to include task durations and include it with their technical proposal.� Assume a Notice to Proceed date no later than 30 days after award. All batteries shall have a manufacture date that will not be 180 days past the date of manufacture.��� Offeror Shall provide certification (copy of warranty) of the Manufacturers� 3-Year Parts warranty. ������������
