Description
Pre-Solicitation Notice for N61340-20-R-0054 The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to provide turnkey live-fire Fire Fighting and Damage Control Training courses(s) to Navy and Coastguard personnel stationed in the Pacific Northwest (PACNORWEST) Fleet Concentration Area (FCA), in the Seattle, WA area. A Sources Sought Notice for this requirement was previously posted under N61340-20-R-0054 29 January 2020. ACQUISITION APPROACH: The Government intends to award a Firm-Fixed Price, Requirements Contract. The Government intends to award the initial delivery order with the basic contract award. The ordering period for this effort is 5 years. This procurement is set aside for Small Business. The tentative timeframe for RFP release February/March 2020. The NAICS code is 611519, with a size standard of $16.5 Million. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of �Similarly Situated Entity� and changes the 50% calculation for compliance with the clause. Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.
