- Description
- The Naval Surface Warfare Center, Corona Division (Corona Division) intends to solicit and award a hybrid Firm-Fixed-Price/Cost-Plus-Fixed-Fee, Indefinite-Delivery-Indefinite-Quantity contract for the Program Executive Office Submarines, PMS 4013 Hull-Sensor Systems, to procure up to eight (8) Doerfer Autonomous Precision Positioning Equipment Re-locator (DAPPER) units (Model Number WL50-HL-LP-LVA). This effort also includes incidental maintenance, repair and training services supporting DAPPER units procured under this contemplated contract as well as other previously fielded DAPPER units. This contract will be awarded on a sole source basis to Doerfer Corporation, 1801 E. Bremer Ave, Waverly, Iowa 50677. This requirement supports several Naval Shipyards in Kings Bay, GA; Bremerton, WA; Pearl Harbor, HI; and Portsmouth, VA. The anticipated period of performance will provide for a five (5) year ordering period. Corona Division intends to procure the required contract services under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The DAPPER units accurately position large fixtures (up to 25-tons) for installation onto submarines. Doerfer produces the only equipment of its type capable of accurately positioning these fixtures to within +/-0.001"" of a desired location while providing six degrees of motion (longitudinal, transverse, vertical, pitch, roll, and yaw). This accuracy is critical during installations in order to diminish the risk of damage to the submarines. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
