- NOTICE TO SMALL BUSINESS (THIS IS NOT A SOLICITATION) THIS IS NOT A SOLICITATION; PLEASE REFER TO FA9453-17-S-0005-CALL-010 FOR SPECIFIC INFORMATION PERTAINING TO THE CALL REQUIREMENT. ANY OFFEROR WHO SUBMIT A PROPOSAL OR WHITE PAPER UNDER THIS NOTICE WILL NOT BE ACCEPTED. THIS IS JUST A NOTICE. This notice is to all Small Business concern due to Air Force Research Laboratory (AFRL) interest to attract Small Business to submit qualifying white paper or proposal under reference Broad Agency Announcement (BAA) FA9453-17-S-0005 CALLs found in the Contract Opportunities (FBO) and/or www.Grants.gov. BAAs are solicitation methods for Research and Development (R&D) efforts based on synopses published in the FBO and/or www.Grants.gov that provide for full and open competition in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.102(d)(2) and merit-based, competitive procedures IAW 32 Code of Federal Regulations (CFR) 22.315(a). BAAs are establish in FAR 35.016 and are authorize for the acquisition of basic and applied research and that part of development not related to the development of a specific system or hardware procurement. �� The objective of this BAA is to encourage participation by science and technology firms in meeting Air Force Research and Development goals for innovative ideas and approaches for research that is general in nature. AFRL Space Vehicle Directorate is looking to obtain a broad base of the best small business sources from the scientific and industrial community competent to perform R&D work under subject CALL. Small Business are highly encourage to review the procedures and instruction under the BAA when submitting cost and technical proposal or white paper. The BAA and CALLs is not a Small Business Set-Aside. Any questions or concerns pertaining to this notice should be directed to your local Small Business Administration (SBA) office.
