- The NCO10 has a need for Leica Peloris 3 Tissue processor for Louis Stokes VAMC, Cleveland, OH.� Leica Peloris 3 Tissue processor is the only true Dual Retort Processor available capable of processing two separate, individual processes simultaneously; meaning use of a dual retort processor is equivalent to that of two machines with utilization space of only one piece of equipment.� With the additional advantage of the rapid biopsy processing, the equipment would also allow same day diagnosis of some patient tissue without sacrificing quality and optimal results.� Large specimens which require additional steps and or time would also be accommodated without sacrificing time and over processing of biopsy tissues, which can occur with mixed tissue runs.� Added safe operations features make it essential to the daily operation.� This is a brand name item and the very specified requirements must be met.�� Through market research by the station, only Leica brand can meet the requirement to continue the Congressionally mandated studies on the Veteran population.� The NAICS Code is 334516 (Analytical Laboratory Instrument Manufacturing)/1,000 employees; PSC 6640/� The performance period is 30 days after receipt of order, with an estimated total price of $324,096.60; firm-fixed price contract.� There is no incumbent and the proposed procurement method is to sole source to small business.� Leica, a large business, is the OEM and has the proprietary to the item.� It has an authorized small business distributor, Government Scientific, GS-07F-5934R; the proposed vendor.� The CO indicates that there is no reasonable expectation that two or more SDVOSBs/VOSBs have the capability to meet the requirement, and the Supreme Court mandate�s �Rule of Two� is not met.� The statutory authority permitting the acquisition strategy is Limiting sources on FAR Subsection 8.405-6(a)(1)(i)(B); Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.�
