Description
The Department of Veterans Affairs, Network Contracting Office 4, on behalf of the Wilmington VA Medical Center, anticipates the award of a fixed price contract for Temporary Parking and Shuttle Bus Services for the Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 while a parking garage is being constructed. This solicitation is being conducted in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Items. This solicitation is 100% set-aside for small businesses. Award will be made by Lowest Price Technically Acceptable (LPTA) evaluation first evaluating quoters prices, and then evaluating the apparent lowest-priced quote for acceptability under the technical factor. If the lowest-price quoter was evaluated as unacceptable, the agency shall consider the acceptability of the next lowest-price quoter, continuing this process as necessary. Technical acceptability will be based on the quoter s ability to meet the requirements of the Performance Work Statement based on the provided capability statement. Please see the attached solicitation for a Performance Work Statement (PWS), terms, and conditions. Offers shall be submitted in accordance with the solicitation. The North American Industry Classification System Code (NAICS) is 485113 Bus and Other Motor Vehicle Transit, and the small business size standard is $15 Million for this type of effort. Vendors must be registered in the System for Award Management (SAM https://www.sam.gov) and have a current licensure to provide shuttle bus services in the state of Delaware. Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (VOSB s) must be registered in the Veteran Vendor Information Pages database (VIP) and maintain a current certification. Registration information can be found at www.sam.gov and www.vip.vetbiz.gov. Information and solicitation documents for this solicitation will be posted on Contract Opportunities at www.beta.sam.gov. Potential quoters are responsible for monitoring this site for posting of the solicitation package, addenda to the solicitation, and any other pertinent information.
