- Solicitation # W912GB20R0017 for� Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single Award Task Order (SATOC) for ATFP/ACP SRM w ork in Germany, Belgium, Netherlands, Poland, Romania, and Bulgaria USACE NAU intends to solicit and award one Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) Single Award Task Order (SATOC) for construction services and installation of Anti-Terrorism, Force Protection (ATFP) and Access Control Points and equipment, for U. S. facilities located in Germany, Belgium, Netherlands, Poland, Romania, and Bulgaria. The purpose of this contract is to provide SRM-type construction services and installation of Anti- Terrorism, Force Protection (ATFP) measures, which includes but are not limited to, installation of physical forceprotection measures, including; fencing, vehicle barriers, security lighting, surveillance systems, physical barriers, andblast and splinter window protection. In addition, construction work and equipment related to Access Control Points (ACP) which includes but is not limited to, structures, equipment, and site improvements in the vicinity of installation access gates including; roadways, gatehouses, guard shelters, traffic control devices, search areas, corridor barriers, electronic security systems, security monitoring and access control systems, windows and window treatments, and physical barriers. It is anticipated that some work will be performed in restricted areas requiring the contractor to be escorted by US government personnel. Additionally, some work shall require the use of US Cleared personnel, �Cleared� is defined in Department of Defense Manaul (DoDM) 5200-01 as a �US citizen subject to a trustworthiness determination,� to perform some features of work, for example, performing connects to electronic security systems. However, this contract does NOT include Sensitive Compartmented Informtion Facility (SCIF) work to install, repair, upgrade or otherwise service components within or associated with SCIFs. TYPE OF CONTRACT: FFP IDIQ SATOC where each project task order is normally comprised of a number of predescribed and pre-packaged tasks found in the Scope of Work and linked a Unit Price Book (UPB). TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. Smalland Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. SELECTION PROCESS: The acquisition strategy is a competitive negotiation using the best value tradeoff process, resulting in a FFP contract award to a single offeror who demonstrates the best value to the Government, consideringall non-price (technical) and price factors. Specific evaluation criteria will be provided in the solicitation documents. CONTRACT MAGNITUDE: The term of the resultant contract will be limited to a base period of�two (2) years and�three (3)one-year option-ordering periods for a total contract performance not to exceed (NTE) five (5) years total. Thecontemplated contract�s capacity will not exceed $49,995,000.00 for the base and all option-ordering years. These provisions/clauses require all contractors to register and maintain an active SAM entity registration in order to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11. In order to eligible for the contract award resulting from this solicitation, Offerors are advised to take immediate action to ensure your SAM entity registration is current and/or will be current at the time of proposal receipt by this contracting office. NOTICE TO OFFERORS: The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government. TASK ORDER LIMITATIONS: The minimum task order value will be $10,000.00 and the maximum task order value will be $5,0500,000.00. However, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer. All task orders will be awarded and invoices paid in Euros.
