- NOTICE OF INTENT TO AWARD TO SOLE SOURCE: This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number 70Z03820QW0000054 is issued as a Special Notice of Intent to Award to the Original Equipment Manufacturer (OEM), Leonardo Spa, Pizza Monte Grappa 3, Roma, 00195, to support the C-27J Aircraft. Vendors may quote on the following: Description: Striker NSN: 5315-15-060-4451 PN: 22278-101 Quantity: Ten (10) each Description: Pin, Shoulder NSN: 5315-15-060-3537 PN: 22265-101 Quantity: Ten (10) each Description: Pin, Fairlead NSN: 5315-01-HS3-4024 PN: 95238-101 Quantity: Twelve (12) each Description: Washer NSN: 5310-01-HS3-4025 PN: 24013-101 Quantity: Ten (10) each Description: Mount, SATCOM HPA NSN: 1680-01-HS3-4027 PN: S5132F01 Quantity: Three (3) each Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, effective January 15, 2020. The applicable North American Industry Classification Standard (NAICS) Code is 336413. The following attachments apply to this solicitation: Attachment A � Terms and Conditions Attachment B � Redacted Justification for Other Than Full and Open Competition It is anticipated that a Sole Source Purchase Order will be awarded as a result of this notice pending the availability of funds. It is the Government�s belief that only Leonardo Spa has the required proprietary technical and engineering data to provide the spare parts. Concerns having the expertise and required capabilities to provide these parts are invited to submit complete information discussing the same within ten (10) calendar days from this notice posting. �The information submitted by the Offeror must include a letter from the OEM verifying the OEM will provide proprietary data. Vendors who do not meet the capability requirement will not be considered. This notice of intent will not be extended or the award delayed for a vendor to submit their data for capability determination or for registration in beta.sam.gov. Only new components will be accepted. The USCG requires that distributors or potential sources be ASA-100 certified or in compliance with other quality system listed in FAA Advisory Circular 00-56A. (Only exact PNs with traceability to the OEM will be accepted). The closing date for this intent to award notice is March 9, 2020 at 4:00 pm ET. Anticipated award date is on or about March 13, 2020.
