26 February 2020 Update: Summary of updates: ���� 1. Joint Light Tactical Vehicle (JLTV) Family of Vehicle (FoV) Lease Opportunity ���� 2. Ongoing Static Display Opportunity ���� 3. Interested Subcontractor List ���� 4. Posting of 24 February Industry Day Charts 26 February 2020 Update 1: Joint Light Tactical Vehicle (JLTV) Family of Vehicle (FoV) Lease Opportunity In order to assist in proposal preparation for the upcoming single award competitive source selection solicitation, the Government is providing interested prime contractors the opportunity to lease a quantity of one (1) each Joint Light Tactical Vehicle (JLTV), General Purpose (GP) Mission Package Configuration (MPC) and (1) each JLTV Utility (UTL). Each vehicle will have the installed JLTV Baseline Integration Kits (BIKs) and JLTV packaged B-Kit Armor (4-door). The intent of the lease agreements is to promote competition. The term of this lease shall commence on the date of signed lease award (SF-26) and will end upon the first of the following events: ���� - 120 days after the award of the JLTV FoV follow-on contract; ���� - 120 days after the subject Contractor is eliminated from competition of the JLTV FoV follow-on contract; ���� - 120 days after the subject Contractor informs the Government they are no longer an Interested Prime Contractor in support of the JLTV FoV follow-on contract; or ���� - 120 days after the subject Contractor informs the Government of the decision to end the lease agreement. The Government has a limited number of JLTV-GPs and UTLs with installed BIKs and B-Kits available to lease to interested prime contractors to promote competition.� Contractors shall provide a written explanation detailing how having a JLTV with installed BIK will facilitate its proposal preparation and enhance competition for the JLTV Family of Vehicles (FoV) source selection with its lease request. The Contracting Officer will review each request from interested prime offerors to determine which companies will receive a JLTV-GP, JLTV-UTL both with installed BIKs and B-Kit Armor (4-door). While the Government will only enter into a lease agreement(s) with interested prime contractors, the Government encourages the prime contractors to work with potential subcontractors and, if required to promote competition, allow the potential subcontractors the opportunity to gain access to the vehicles installed BIK and B-Kit Armor. In addition, interested prime contractors shall follow the �TACOM LCMC Lease Procedures� instructions provided below when responding to this request. Final approval authority to lease the JLTV-GP, JLTV-UTL with installed BIKs and B-Kit Armor (4-door) resides within the Headquarters Department of the Army (HQDA). The approval process time is estimated at 120 days; however the process may be shorter or longer. All costs associated with leasing the vehicles shall be borne by the interested party. For planning purposes, the lease costs will be $111,290.13, not inclusive of transportation costs if the vehicle is returned in Condition Code A (full terms and conditions will be defined within the Lease Agreement). The Government requires interested prime contractors to respond to this request prior to 4:00pm local Warren, MI time on 12 March 2020. It is the interested prime contractor�s responsibility to assure their request is received by the date and time specified above. TACOM LCMC LEASE PROCEDURES Contractors interested in leasing a JLTV-GP, JLTV-UTL with installed BIKs and B-Kit Armor (4-door) shall follow the procedures below and submit the required documentation to Army Contracting Command � Detroit Arsenal (ACC-DTA) and Contracting Officer Christopher Valevich � 1. The Loan, Lease & Avalanche Program (LLACP) office requires the following: ���� a. Provide to Government : ��������� i. Corporate Justification Letter / Army benefit for materiel use ��������������� - Contractors shall provide a written explanation detailing how having a JLTV-GP, JLTV-UTL both with installed BIKs and B-Kit Armor (4-door) will facilitate its proposal preparation and enhance competition for the JLTV FoV source selection with its lease request. ��������� ii. Proof of Insurance (AR 700-131, Chapter 2-10(a))b. ��������� iii. $900 non-refundable administrative lease request fee (Payable to: United States Treasury). ��������� iv. Submit a shipment tracking number via email if physical check is projected to be delivered via post mail after 4pm EST 12 March 2020. Submittal Instructions: Items 1.a.i and 1.a.ii and 1.a.iv are required to be submitted via email to the following address prior to 4pm EST 12 March 2020: ���� usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil Item 1.a.iii is required to be delivered via post mail to the following address within three business days of 12 March 2020: ��������� Selfridge Air National Guard Base ����������43087 Lake Street NE ��������� Harrison Township, MI 48045-5247 �� b. Provided to Government upon request (NOT REQUIRED Prior to 4PM EST 12 March 2020): ������� i. Army Loans Tracking System (ALTS) Request Form (LLACP input, signature will be required once this is generated (APO) ������� ii. $111,290.13 Total Lease Cost required at the end of the Lease Agreement subject to the vehicle being returned in Condition Code A (full terms and conditions will be defined within the Lease Agreement). 1. If the lease request is approved, acquisition will send the contractor the agreement for signature.�� ���� a. Contractor returns signed agreement.. � 2. Transportation costs and arrangement are the responsibility of the contractor throughout duration of the Lease Agreement. If needed, the LLACP office can help arrange transportation for the contractor. 3. Upon shipment the lease office sends a memorandum to the contractor providing them with the lease expiration date(s) and a copy of the Certificate of Receipt.� ���� ���� a. �Upon receipt the contractor (user and accountable person) signs the Certificate of Receipt and annotates the serial numbers. ��� � ���� b. �Contractor faxes/emails the Certificate of Receipt to AMSTA-LCL-IFL within 30 days of receipt. 4. If the contractor wishes to extend the lease, they submit the extension request into ALTS. The lease extension procedure requires the submission of another $900.00 admin check and all other applicable fees. 5. Contractor returns the materiel as directed by disposition instructions. For your convenience a blank form containing the required fill-ins is also located within Tab 2 of the excel spreadsheet. � 26 February 2020 Update 4: Charts from Industry day are uploaded to the website. See PDF titled JLTV FoV Industry Day (24 Feb 2020) Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) Industry Day (24 February and 25 February) The Joint Program Office (JPO) Joint Light Tactical Vehicle (JLTV) is embarking on the next phase in the acquisition process, production. Committed to fair and open competition, the JLTV program is beginning the first of multiple industry engagements. To open up lines of communication, we will hold engagements early and often to provide transparency to our industry partners. All Draft Request For Proposal (RFP) requirements and terms are subject to change prior to releasing the final solicitation. The Government will hold an Industry Day event on 24 and 25 February to provide an understanding of the JLTV design and provide early insight into the Government�s planned approach to awarding a best value contract for the Follow-On JLTV Family of Vehicles (FoV) production contract. After the conclusion of the event the Government will make the current Technical Data Package (TDP) and the first DRAFT RFP available to interested prime contractors and subcontractors, anticipated release date for these documents is March 2020. In addition, after the conclusion of the Industry Day event the Government will release a Request For Information via beta.SAM.gov website that will allow interested prime contractors the opportunity to request entering into a lease agreement with the Government. Additional information on the JLTV FoV Leases, DRAFT RFP and TDP availability, will be discussed during the Industry Day. JPO JLTV intends to competitively award the follow-on JLTV FoV Production contract as a single award five year requirements contract, with five additional one year options. The first of multiple planned industry days will be held on 24 February and 25 February 2020. The Follow-on Contract Strategy Overview will be held from 1300-1700 on 24 February. �On 25 February the Government will conduct One-on-One sessions with interested prime contractor(s) and will host a Static Display Event. Additional information related to the One-on-One sessions and static display event are provided below. The One-on-One sessions and the static display event will take place from 0800 to 1700 local time. The event will take place at Selfridge Air National Guard Base in Harrison Township, Michigan. The exact location on base will be emailed to interested contractor(s) prior to the event. To gain access to the JLTV Industry Day, interested sources shall submit a Base Access Request Vetting Form, electronically via email to usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil by 14 February, 2020. A copy of this form is attached in the announcement on beta.SAM.gov. ������� 24 February Ground Rules: The JLTV FoV Industry Day event will be conducted in accordance with FAR Part 10 for the Government to facilitate feedback from industry in support of the Joint Light Tactical Vehicles (JLTV) Family of Vehicles (FoV) competitive action. Information communicated during the Industry Day event is subject to change prior to releasing a future solicitation. The JLTV Industry Day event requests are limited to no more than five individuals per interested contractor. During the 24 February portion of the JLTV Industry Day event, the Government intends to conduct formal presentations. However, formal presentations from interested contractor(s) are not allowed. JLTV Industry Day presentations are for informational purposes only and are subject to change prior to release of the final RFP. During the Industry Day event contractors will be allowed to submit questions via Slido website at www.slido.com. The access code will be provided the day of the event. Questions following the industry day event shall be submitted via email to: �usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil, with the subject line: �JLTV Industry Day Event Questions� (insert potential prime offeror name). Questions/comments submitted via email must remain at the UNCLASSIFIED level. �The Government plans to post answers to all questions prior to 30 April 2020. The Government will only post responses to questions regarding the JLTV Industry Day event to the public on beta.SAM.gov. Questions and answers posted to beta.SAM.gov will exclude any information that may disclose an interested contractor(s) proprietary or confidential business strategy information, including the company name. It is the responsibility of the interested contractor(s) to notify the Government if the question contains proprietary or confidential business strategy information. Instructions for obtaining the briefings presented at the JLTV Industry Day and all future updates will be posted to beta.SAM.gov The Facility has been cleared for UNCLASSIFIED discussions or information BADGES: Must be worn at all times while in the conference area. Secure badges from view when leaving the meeting area and report lost or stolen badges immediately. In the event of an emergency, you will receive direction on what actions to take. Cell phones & electronic devices are to be turned on vibrate during briefings. Recording devices are not permitted. Please do not leave sensitive items/material unattended. No interested contractor(s) will be allowed to take photographs. Interested contractor(s) may request photographs to be taken by the Government Photographer of the JLTV only. The Government photographer is the only person authorized to take photographs at/during the event. All photographs taken by the Government Photographer will be subject to Government review and will be posted to the betaSAM.gov website as an amendment to the JLTV posting (W56HZV-20-R-0072). Return your Security Badge and Name Tag upon departure. 25 February One-on-One Session Information and Ground Rules: The One on One Meetings will be conducted in accordance with FAR 15.201(c)(4) for the Government to obtain additional feedback from potential prime offerors on the JLTV Family of Vehicles Follow-On Production Request for Proposal (RFP)� Questions and answers from each One-on-One session will be posted to the JLTV betaSAM.gov website and will exclude any information that may disclose a potential prime offeror�s proprietary or confidential business strategy information, including the company name. �It is the responsibility of the potential prime offeror to notify the Government if the question contains proprietary or confidential business strategy information. To maximize efficiency, the potential prime offeror should prioritize questions, and provide specific questions for the One-on-One sessions prior to the 4 p.m. local time, Harrison Township, Michigan February 19 via email to: usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil, with the subject line: JLTV FoV DRAFT RFP One on One Questions (insert potential prime offeror name). If a question meets the criteria for posting to the web (see paragraph above), the Government will inform the One on One Meeting participant prior to the Government providing an answer and allow the participant to retract the question if it so desires and pose it as a recommendation.� Recommendations to the Draft RFP will not be posted. Questions/comments submitted via email must remain at the UNCLASSIFIED level. Requests to schedule a One-on-One session shall be submitted by 4 p.m. local time, Harrison Township, Michigan on February 14, 2020 via email to: usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil, with the subject line: JLTV FoV DRAFT RFP One on One Discussions (insert potential prime offeror name). One on One Meeting requests are limited to one session per potential prime offeror, and the number of attendees is limited to no more than five (5) individuals per potential prime offeror. These Industry Ground Rules and Assumptions for Conducting One on One Meetings are intended to promote a fair, transparent, and unbiased exchange of information between the Government and potential prime offerors.� Any new information that is generated as a result of these One on One Meetings will be provided to industry through the betaSAM.gov website within 30 days of the One-on-One sessions. The One on One Meeting will remain at the UNCLASSIFIED level.� These meetings will not include any CLASSIFIED information from either the Government or potential prime offerors.� Recording devices are not permitted. During the One on One Meeting, the Government does not intend to conduct any formal presentations.� No interested contractor(s) will be allowed to take photographs. Interested contractor(s) may request photographs to be taken by the Government Photographer of the JLTV only. The Government photographer is the only person authorized to take photographs at/during the event. All photographs taken by the Government Photographer will be subject to government review and will be posted to the betaSAM.gov website as an amendment to the JLTV posting (W56HZV-20-R-0072). � 25 February Static Display Information and Ground Rules: JLTV-T Static Display Event requests are limited to no more than five individuals per interested prime or subcontractors. � The Static Display Event will remain at the UNCLASSIFIED level.� This event will not include any CLASSIFIED information from either the Government or interested contractor(s).� Recording devices are not permitted. � During the Static Display Event, the Government does not intend to conduct any formal presentations.� Formal presentations from interested contractor(s) are not allowed. � No interested contractor(s) will be allowed to take photographs. Interested contractor(s) may request photographs to be taken by the Government Photographer of the JLTV FoV only.� The Government photographer is the only person authorized to take photographs at/during the event.� All photographs taken by the Government Photographer will be subject to government review and will be posted to the beta.SAM.gov website as an amendment to the JLTV-T Market Survey (W56HZV-19-R-0239) prior to closing.
