REQUEST FOR INFORMATION RFI # W81K04-20-R-0006 Teleradiology Services � The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), U.S. Army Medical Command (MEDCOM) on behalf of the Defense Health Agency (DHA), has developed this Request for Information (RFI) to solicit market research information from industry to assist the Government with the analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. THIS IS A REQUEST FOR INFORMATION ONLY. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise reimburse your company for the information provided in response here to. �In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes: The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only.� It shall not be used as a proposal. This solicitation is issued for the purpose of: determine the scope of industry capabilities and interest in Teleradiology Services. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that HRCO will contract for the items contained in the RFI. �This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov� at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.� This RFI does not restrict the Government�s acquisition approach on a future Solicitation. Background/Purpose: The Contractor shall provide (non-personal) professional diagnostic radiological services at contractor facilities using approved secure broadband connections to transmit� radiology images and data between the requiring Defense Health Agency (DHA) Military Treatment Facilities (MTFs) (medical center/hospital/clinic) located worldwide (within the Continental United States (CONUS), Outside the Continental United States (OCONUS) and US Territories) and the contractor�s facility via Service-specific Information Networks to provide image interpretation and reports by board certified radiologists to provide basic assistance with case volume and on-call scenarios. Contractor must be authorized to connect to Service-specific Information Networks and have computer hardware that is capable of receiving Digital Imaging and Communications in Medicine (DICOM) compliant diagnostic imaging studies from the MTF and to return a final interpretation report that will automatically upload into the Department of Defense Composite Healthcare System (CHCS) and patient�s Electronic Medical Record (EMR). A draft Performance Work Statement (PWS), dated 24 February 2020, is attached to this announcement for reference.� In addition, there is a map with potential Medical Treatment Facility locations, however, this map is not all encompassing and does not cover Europe or the Pacific. �This map does not include the possible division of regions.� If this requirement is solicited, a more detailed map will be provided. RFI (Capability) Response: Interested parties should provide feedback/input to this RFI by submitting the following information via email to the HRCO POCs no later than 1700hrs (5pm) on��� 5 March 2020, Central Time: Company name: Company address: Company DUNS and CAGE codes: POC information (name, title, phone number, email address, etc.): Brief company response statement addressing the following items: Provide optimal process/business perspective regarding creation of an enterprise-wide teleradiology contract.� Feedback should include how contractor would provide and manage such a contract, as contemplated in the draft PWS. Provide comment on the technology performance considerations in the draft PWS, such as those expressed in PWS paragraphs 1.4. (and accompanying subparagraphs). Describe the computer hardware and software that will be utilized to adequately support the PWS requirements.� Please identify the company�s current computer hardware and software. � What risks do you identify in your business approach, and how would they need to be mitigated in order to successfully perform enterprise-wide teleradiology services?� Please identify your current pricing methodology (e.g. cost per read, cost per read type, cost per read type and location, or any other approach)? Describe prior experience in providing similar services for a medical organization. Please provide contract numbers for experience with military and government medical organizations. What is the minimum labor mix (e.g. administrative personnel, key personnel) that would be required to successfully complete this project? �What process will be used to generate and transmit a report? What parts of that process will ensure a 1% discrepancy standard required is upheld? Is your company currently capable of handling teleradiology services on an enterprise- wide CONUS and OCONUS basis? �If not, what is your plan to team or joint venture in order to meet the requirements of an enterprise-wide requirement? If the enterprise wide requirement were to be broken down into regions (for example, East (Eastern United States/Europe/Africa) and West (Western United States/Asia Pacific), how many regions would be recommended and why? Provide size/description, based upon Federal Acquisition Regulation (FAR) clause 52.212-3(a)-(c), �Offeror Representations and Certifications.� �Please predicate your response on North American Industry Classification System (NAICS) code 621511, �Medical Laboratories� and Product Service Code (PSC) Q522 �Medical Services-Radiology.� �Provide size/description, based upon Federal Acquisition Regulation (FAR) clause 52.212-3(a)-(c), �Offeror Representations and Certifications.� Please predicate your response on North American Industry Classification System (NAICS) code 621512, �Diagnostic Imaging Centers� and Product Service Code (PSC) Q522 �Medical Services-Radiology.� Please limit your documentation to the following page size, font type and size, spacing and page numbering.� Responses shall be submitted using a Microsoft Word document with page size 8.5 by 11 inches. Font type shall be Times New Roman, size 12 using standard tabs and indent software features with no less than single spacing between lines.� Responses are limited to no more than ten (10) pages for the entire RFI response statement. All transmitted information marked proprietary shall be treated as such.� Therefore, business firms should identify any proprietary information in their responses. �Proprietary materials will neither be distributed, nor discussed with, any other firms.� Information submitted in response to this RFI will be used at the discretion of the Government.� Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. Industry Day.� An Industry Day will be held at 9:00 am on 11 March 2020 at Joint Base San Antonio, Fort Sam Houston, TX 78234. If you plan to attend and need access to the base, please provide your Name, Date of Birth and Driver�s License Number and the state it was issued.
