- Description
- The U. S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Vicksburg, MS intends to issue a contract on a sole source basis (IAW FAR 6.302-1(a)(2)(iii) to METCON, 805 Shadden Road, Gray, TN� 37615-4243.� METCON is the only responsible source that can provide USACE Reachback Operation Center (UROC) with daily weather and climate data that will be disseminated to ERDC customers through the UROC for military planning and operations and contingency response missions. Deliverables include: 1.� Obtain/database/initial QC of daily weather information and forecast global weather model data. 2.� Provide weekly summary charts (updated weekly) for approximately 6,500 available weather reporting stations globally to include past 26 weeks observed temperature and precipitation data, past 26 weeks and future 26 weeks normal temperature and precipitation data, and previous year temperature and precipitation data. 3.� Provide enhanced GIS based climate data � based on research and development � such as area rainfall return intensity for worldwide areas determined by ERDC. 4.� Provide statistical analysis of European Center for Medium-Range Weather Forecasting (ECMWF) historical runoff data (about 35 years of data) to provide gridded statistical runoff estimates. The intended procurement will be classified under North American Industry Classification System (NAICS) � 541690 with a Small Business Size Standard of $16,500,000.00.� This notice of intent is for information purposes only.� All sources eligible to provide these services must respond in writing.� Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide these services as outlined above.� A request for documentation will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
