Description
The Department of the Air Force, Air Force Installation Contracting Center (AFICC) intends to extend the current Royal Saudi Air Force (RSAF) F-15SA Upgrade Training (UGT) contract to PKL Services, Inc. (hereafter referred to as PKL) under the authority of FAR 6.302-1(a)(2)(iii). �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. �The requirement is to continue the current services with PKL for a period not to exceed 24 months, (01 September 2021 � 31 August 2023) during which time a complete transition will occur, and all training responsibilities will be assumed by the Royal Saudi Air Force (RSAF).� There is no follow-on contract requirement. The scope of work requires providing a program management support team and qualified technical services to train technicians in F-15SA aircraft maintenance and support logistics specialties for the RSAF. Performance is in the Kingdom of Saudi Arabia at the King Khalid Training Center (KKTC), King Abdulaziz Air Base (KAAB) and King Faisal Air Base (KFAB). The current contract includes providing RSAF technicians F-15SA model aircraft specialty Upgrade Training (UGT) for 3-skill level to a 5-skill level, 7-skill level, Position Qualification Training, Cross-flow training (technician cross over from F-15C/D/S to SA model), Instructor training, Specialty Qualification Training, Field Training Detachment courses and English Language Training. The UGT program also includes distribution, management and documentation of Career Development Course material for each specialty.� The technicians receiving UGT training shall include the following specialties: Integrated Avionics, Tactical Aircraft Maintenance Specialist, Propulsion/Engines GE-110, Electrical/Environmental, Aircraft Armament Systems, Aerospace Ground Equipment, Egress, Fuel Systems, Hydraulic Systems, Metals Technology, Non-Destructive Inspection, Aircraft Structures, Maintenance Management Analysis, Maintenance Management, Aircrew Flight Equipment, Avionics Test Stations,� Precision Measurement Equipment Laboratory, Munitions Systems, Explosive Ordnance Disposal, Material Management and Avionics Sensors. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal or quotation no later than 13 Mar 2020, noon local time, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.� Point of contact: Shelley Coffe, Contracting Officer, e-mail: shelley.coffe@us.af.mil. � The Air Force intends to award this training requirement as a sole source contract extension under the current PKL Services Inc. contract. PKL has provided operational and logistics support for RSAF UGT over the past six years. PKL is the only company currently mobilized in the Kingdom of Saudi Arabia with fully qualified F-15SA personnel, tools, equipment and material which can perform these essential, mission-critical training services.� PKL is the only practical source capable of providing the services described above without the Air Force experiencing a break in training services and/or unacceptable delays in fulfilling its requirements, as well as, a complete transition of UGT to the RSAF in the limited timeframe described above.� Award to any other contractor, other than the incumbent, will require a substantial mobilization period to adhere to all the Saudi labor laws and Work Visa/Iqama processes.� There is significant time and cost to qualify F-15SA training instructors which are capable of maintaining the level of training service required across the Kingdom of Saudi Arabia.� The certification and training of key personnel enables PKL to register, maintain, and manage large student loads with shifting training schedules guaranteeing accurate USG reporting at all appropriate levels.� PKL possesses an in-depth understanding of the processes (student enrollment and training management) that are necessary to deliver UGT over this period of time.� PKLs experience with F-15SA UGT has enabled cost-effective completion of training and the accuracy of contract performance is a significant government investment. The training program supported by PKL contributes to RSAF long-term sustainment which requires continuity of plans, programs, and logistics arrangements.� The Air Force will save time and money and will have the required continuity of process required for the proper execution of all upcoming training requirements.� PKL will ensure seamless continued performance without mission failure until such time when the RSAF can successfully take over complete UGT responsibilities.� The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1). �Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 � Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 611519 with the size standard of $15M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within the publication of this notice, shall be reviewed by the Department of the Air Force. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
