Description
WORK STATEMENT A. Background The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) Guam State Office (WS-Guam) intends to procure 53,400 frozen Aerial Delivery System (ADS) bait cartridges. B. Scope of Work USDA will award a one-time contract to provide 53,400 frozen bait cartridges to Guam WS and ground support for distribution of baits over the 55 ha Habitat Management Unit (HMU) on Andersen Air Force Base (AAFB). C. Period of Performance The effective period of the contract shall be January 1, 2020 - September 30, 2020. The period encompasses the time of contract award to completion of bait cartridge delivery. D. Performance Requirement The ADS bait cartridges must adhere to the following specifications: � A longitudinally hinged two part biodegradable capsule, when folded together yields a cylindrical capsule 2.5 inches by 0.75 inches. � A bait capsule will contain a dead neonatal mouse with an uncoated 80 mg acetaminophen tablet attached to the mouse with hot glue. � The cartridge is more fully described in US Patent Application No. 14/601,210 � A corn starch ribbon (0.375 inches x 24.0 inch) must be wound around the end cap/capsule assembly such that one end of the ribbon is affixed to the end cap and the other end of the ribbon is affixed to the far end of the capsule. Affixing the ends of the ribbon must be achieved using hot glue. � Ribbon wrapped end cap/capsule assembly must be inserted into a 1.0 inch diameter cardboard tube, 3.125 inches long such that neither the end cap nor the end of the capsule can extend beyond the ends of the cardboard tube. � Nothing must inhibit the capsule from sliding out of the cardboard tube when the tube is spun on it longitudinal axis at a rotational speed of 60 rpm. � Bait cartridges must be packaged in a sealed twin wall PET board case measuring 37x23x3-inches (lwh) and containing 900 baits per case. E. Quantities A one-time contract for 53,400 frozen bait cartridges delivered to Guam WS in two batches (Table 1) and ground support for three (3) operations broadcasting baits over the 55 ha HMU on AAFB (Table 2) is required. Contract covers the above period of performance (January 1, 2019 to September 30, 2020). Table 1. FY20 bait cartridge arrival dates and quantities.
