Description
This is a Solicitation Notice for Multi-Media Compliance services with Emphasis on Fuel Storage Tanks/Spills, Air, and Waste/Materials Services at various locations within Naval Facilities Engineering Command Washington's area of responsibility including but not limited to the following States: Virginia, Maryland, and the District of Columbia. The resultant contract may be used in the rest of the U.S. and its territories, including Guantanamo Bay, Cuba and other outside of contiguous United States (OCONUS) installations. Offerors will be required to perform Multi-Media Compliance services which includes compliance-related projects for: Stormwater, Drinking Water, Wastewater, Air Quality, Hazardous Waste and Materials, Storage Tanks, Environmental Management Systems, Other Environmental Liabilities, Environmental Planning, Natural Resources, Cultural Resources, and Installation Restoration in compliance with applicable Department of Defense (DoD); Department of Navy (DON); Federal, State, and local statues and regulations; and with DoD and DON policies, instructions, and guidance. This is a negotiated procurement utilizing the lowest price technically acceptable (LPTA) source selection process that consists of technical and price proposals. The proposed contract and contract type is a single�Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for a five-year ordering period and 52.217-8 Option period (up to six months if necessary) for these services executed through issuance of firm-fixed price task orders. The minimum guarantee is established at $10,000.00 and the maximum fee will not exceed $30,000,000.00 for the life of the contract. Task Orders will be firm fixed price, normally in the range of $10,000 to $1,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government�s best interest.
