Description
TITLE: J- NOTICE OF A SERVICE DISABLE VETERAN OWNED SMALL BUSINESS SET-ASIDE IN ACCORDANCE WITH F.A.R 5.101 FIRE DAMPERS FOR EAST ORANGE. SOL: 36C22-20-Q-0339 DUE: February 25, 2020 at 11:00 AM EST. SET ASIDE: SERVICE DISABLE VETERAN OWNED SMALL BUSINESS NAICS: 561621 POP: To be completed 30 days after award. AGENCY: Department of Veterans Affairs, New Jersey East Orange Campus POC: Clifford S. Harrison, Clifford.Harrison@va.gov DESCRIPTION: Fire Damper Inspection & Testing as a Service Disable Veteran Owned Small Business set-aside. A source of sought notice was posted to contracting opportunities and the responses indicated the availability of a set aside. A quote was requested from the responding vendors. Any SDVOSB s that are interested and capable to perform this requirement should contact the Contracting Officer at Clifford.Harrison@va.gov for a copy of the solicitation document. The government MAY consider all Expressions of Interest (EOI) received prior to February 24, 2020. All responding contractors must be registered is SAM.gov as of the date of this posting to receive consideration. If you have any questions or concerns, please contact me. See attached Statement of Work below for additional details. A.1 STATEMENT OF WORK 1. Contract description. Fire Damper Inspection and Testing 2. Background. As required by NFPA and Joint Commission the fire dampers throughout the facility need to be inspected and tested every six (6) years to confirm compliance. 3. Scope. The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items and services necessary to test, inspect and do minor repairs to the systems as defined in this Performance Work Statement for the VANJ Health Care System (East Orange Campus). 4. Specific Tasks. 1) Use its commercially reasonable efforts to locate and, once located, operate (i.e., actuate) Dampers in the Customer s facility or otherwise identify inoperable Dampers; 2) Remove and reset fusible links on Fire Dampers, to verify such Fire Damper fully closes and if necessary, replace any lead fusible link that is compromised (per National Fire Protection Association Code); 3) Clear each Damper of any debris that would impede such Damper s normal operation; 4) Coordinate with COR or POC and local fire department to place facility s fire alarm system in test mode if necessary to conduct inspection of the smoke and/or combination Dampers; 5) Manually activate actuators on electric and pneumatic smoke and/or combination Dampers to verify proper operation of such Damper; 6) If there is no existing access to a Damper, then proper size access doors, as reasonably determined by contractor, will be installed to facilitate inspection; NOTE: COR or POC must approve installation of access doors and associated cost of installation. 7) Identify on Facility s Life Safety Drawings the location of each Damper, along with placement by contractor of identification stickers on ceilings or other location to assist in locating such Dampers following inspection. Immediately after receiving the contract award, the Contractor shall; Provide all necessary Labor, Material and equipment to perform the required work to provide fully functional system. Re-commission the system and prepare for system reactivation. Repair/replace disturbed duct or pipe insulation and provide ID/ labeling as necessary to replace original ID/Labeling. 5. Performance Monitoring (if applicable). Work shall be coordinated with facility thru the Contracting Officer Representative (COR) or Point of Contact (POC). COR or POC will monitor the contractor work performance on daily basis and the contractor is required to submit daily s progress report to the COR or the POC. 6. Security Requirements. General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. Not Used b. Identification of Potential Conflicts of Interest (COI). Not Used e. Inspection and Acceptance Criteria. The COR or POC is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. 9. Risk Control Contractor shall take all measures for safety & infection control and provide all material necessary for protecting existing equipment and property in affected areas of service against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period. 10. Place of Performance. Bldg. 1 VA NJ Healthcare System 11. Period of Performance. Working should start immediately when permitted. A schedule will be set upon contract award by the Contracting Officers Representative (COR) or the Point Of Contact (POC) if one is appointed. It is expected the work will be completed within the 10 days.
