Description
This is a pre-solicitation notice that the National Cemetery Administration will be soliciting offers under solicitation number 36C78620Q0147. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 237110 Water and Sewer Line and Related Structures Construction with a Small Business size standard of $36.5 million. The National Cemetery Administration intends to award a firm fixed price contract to perform construction at Houston National Cemetery, 10410 Veterans Memorial Dr., Houston, TX 77038 Project Description: Contractor shall furnish all labor, material, tools equipment, and supervision necessary to reinstall the pump at a shallower depth to allow the Cemetery to irrigate turfgrass until such time that a new well can be approved, sited, and constructed in accordance with SOW, per applicable codes, standards, and requirements. NOTES: Experience: The Contractor shall provide sufficient project details with their technical proposal to demonstrate experience with at least three (3) water well equipment installation projects of similar size, scope, and using similar materials and methods over the past five (5) years. Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 5 years ago. Contractor shall provide customer points of contact for each project listed. Qualifications of Contractor Supervisor/Superintendent: The Contractor On-Site Supervisor must have not less than five (5) years of experience as a direct supervisor of well equipment installation projects. Offerors shall submit a resume for the Contractor On-Site Supervisor as part of the technical proposal. All permanent substitutions, whether of prime supervisors or sub-contractors, will be identified and reported to the COR and Contracting Officer, if not prior to, as soon as possible after occurrence. There will be one guided Official Site Visit established in the solicitation. No other visits site will be guided. Contract period of performance will consist of thirty (30) calendar days, after issuance of Official Notice to Proceed (NTP). Per VAAR 836.204, The construction magnitude for this requirement is between $25,000 and $100,000. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for quotes and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.)
