- The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF) is issuing this solicitation under NAICS 561110�for obtaining quotes from individuals for fulfilling�Advisor for Program Partnerships�position under a Personal Services Contract, as described in the Performance Work Statement (PWS), herein. Questions Questions received on or before 10:00 am, EST,�March 3, 2020�at : purchasing@fiscal.treasury.gov, with the subject line of ""Questions for RFQ-ADF-OTP-20-0004 Attn: MCAPLINGER/DHOLBERT"" will be answered as an amendment to the solicitation.
