Description
Note:� This is a Federal Aviation Administration (FAA)�Market Survey:� This market survey is governed by the FAA's Acquisition Management (AMS) in place of the Federal Acquisition Regulation (FAR). In accordance with FAA� AMS Policy 3.2.1.2.1 Market Analysis, this announcement is a Market Survey/Request for Information (RFI) for the purpose of soliciting statements of interest and capabilities from interested vendors. Responses to this announcement will be used for informational purposes only to support the development of an acquisition strategy for the contemplated�On-Demand,�Manager Coaching Platform. The information received will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. This is not a Screening Information Request or Request for Proposal. The FAA's Air Traffic Organization (ATO) Technical Operations Services (TOS) in AJW has a requirement for on-demand, mobile-based, online, mid-level manger coaching in such areas such as alignment, cognitive agility, and managing teams.� Specifically, AJW would like to utilize professional coaching to help its front-line supervisors (1) shift mindsets from personal safety� to airspace safety, (2) improve the ability to embrace change, and (3) become more effective leaders for their teams. Contract resources are required to provide support for professional, mobile coaching for AJW employees. The scope of this effort includes a 6-month coaching pilot for 160 managers across the AJW. Managers will have on-demand access to a coach of their choice, and coaching sessions will be conducted via a user-friendly platform accessible via smartphone, computer, or telephone. 1. Capability Statement: The FAA requests responses from industry to address their capability to meet all of the requirements in the Attachment A: Draft On-Demand,�Manager Coaching Platform Statement of Work (SOW). The Capability Statement pages must not exceed fifteen (15) pages and must be written in Times New Roman font, size 12, with 1.0 inch top, bottom, and side margins. This page limit does not apply to any optional marketing materials. 2. Interested Party Information. Interested vendors should complete and submit Attachment B: Business Declaration Form in order to provide their Company Information, Business Size, and Type Category. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside any competition among small businesses, service- disabled veteran-owned small businesses, or 8(a) certified firms. The NAICS code for this requirement has not been determined at this time. Responses to this market survey will assist the FAA in making decisions about any acquisition that may follow. This Market Survey must not be construed as an obligation on the part of the FAA to acquire these items. Since this is not a Screening Information Request or Request For Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on www.betaSAM.gov.�� The FAA will not entertain or accept unsolicited proposals for this work. The FAA will not be liable for any costs associated with the preparation of responses to this Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the Market Survey submissions will be solely at the interested party�s expense. The FAA may request that one, some, all, or none of the respondents to the Market Survey/Request for Information provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for�� future business with the FAA. Interested vendors� questions must be received by email no later than 4:00 P.M. Eastern Time on Friday, March 6, 2020. Interested parties' responses must be submitted by email no later than 4:00 P.M. Eastern Time on Friday, March 13,�2020. Responses to this Market Survey are limited to 15 pages and must be in writing, on company letterhead, and must include respondent point of contact information including name, telephone number, e-mail address, and mailing address. The Business Declaration Form (Attachment B) is not included in the page limitation. Any proprietary information submitted must be properly identified. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis.
