- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION.� THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT QUOTES. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation 15B41520Q00000012 for the award of a firm-fixed-price contract for a project entitled Dog Training Program at Federal Correctional Institution (FCI) Waseca. It is anticipated there will be one base year and four option years with a possible six month extension. FCI Waseca is located at 1000 University Drive, SW, Waseca, MN 56093 The following brief synopsis should not be considered all inclusive of work required to complete the project. �The course is a twelve month certificate program for qualified inmates.� The types of services will include but are not limited to: course planning and lesson preparation, classroom instruction in the specialized areas of dog obedience, street certification skills, grooming and husbandry skills, and other specialized areas to receive animal trainer certification.� The contractor will supply FCI Waseca with an instructor and a minimum of ten (10) quality puppies of known lineage and two (2) �finishing� dogs of known lineage within thirty (30) days of the contract award.� The contractor is responsible for providing all supplies for the dogs including crates, leashes, collars, toys, food, treats, grooming supplies, medicine and medical attention.� The provisions of all training equipment (wheelchairs, door pulls, weights, etc.) associated with the upkeep of the dogs and all record keeping associated with the program is also the responsibility of the contractor.� Upon completion of the program, the contractor is responsible for placement of the dogs back into the community. �It is estimated the contractor will conduct one (1) training session per week.� Each session is defined as two (2) hours in length. The North American Industrial Classification System (NAICS) code applicable to this requirement is 624120. There is no set aside for this solicitation and is being solicited unrestricted of business size.���� The solicitation will be available approximately on or about March 13, 2020.� The solicitation will be distributed solely through the Government Point of Entry, beta.sam.gov.� Hard copies of the solicitation will not be made available.� The website provides download instructions.� All future information about this solicitation, including any amendments, will also be distributed solely through this website.� Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. IMPORTANT:� Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov.� Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.� All responsible sources may submit a bid which shall be considered by the agency.
