Description
Project Description: �This solicitation requires construction of a new office building that is approximately 15,000 SF in size and the foundation construction and moving of two smaller buildings in Kamiah, ID.� Work shall include all site preparation for the new office and relocation of the two smaller buildings, regrading the site, foundation construction for three buildings, electrical, telecommunications, and plumbing service to new building location(s), new office construction, construction of an access road road from the lower portion of the Kamiah campus to the new office building and parking lot and sidewalk grading/surfacing.� The existing Supervisor�s Office located directly off Hwy 12 will remain untouched in its current location.� The two smaller buildings are currently located where the new office building is planned for construction.� Once the foundations for these buildings have been constructed, the buildings moved, and the main building site prepared, foundation work for the new office building �shall proceed.� The new office building shall be a large scale wood frame building to include rough carpentry, HVAC, plumbing, electrical, telecommunications and all finishing.� Rooms shall include visitor entry, office spaces, meeting rooms, mechanical rooms, bathrooms with showers, break room, and an open office environment.� The design is focused on the use of wood products including cross-laminated roofing and raw timber support beams throughout the office space.� In addition, the building requires installation of several unique features including a standing seam metal roof, high paneled ceilings, variable refrigerant flow climate control, high density storage and an elevator.� The buildings shall be constructed to meet Green Globe Level 2 Certifications.� Alternate bid items include fencing for fleet parking, a covered motorcycle/bike parking and picnic area structure, interior and systems furniture and a roof mounted photovoltaic power system.� The construction site is located on the property of the existing Nez Perce-Clearwater National Forest Supervisor�s Office at 903 3rd Street, Kamiah within Lewis County, Idaho.� The primary access for the new building will be off of State Hwy 64.� This project is located on Indian lands of the Nez Perce Tribe which has enacted Tribal Employment Rights Ordinances.� These Ordinances, which generally provide for employment of Indians and payment of a tax, will be in full effect on this contract.� Contact with the Tribe shall be made through TERO Compliance Office, Melvin Wheeler.� Mr. Wheeler has an office in Lapwai, ID.� His contact information is as follows: phone number: 208-843-7363, email: melvinw@nezperce.org. Award shall be made on a best-value basis.� A formal pre-proposal meeting shall be held on Thursday, February 20, 2020; see Section L for the full provision.� Only�one meeting will be held to ensure that all offerors receive the same information.� Contract award is planned for April 2020.� Construction work shall be phased with the small building foundations completed in Phase 1 (buildings will be occupied by government employees while this work is performed), small building relocation performed during Phase 2 and new office and site development comprising Phase 3.� Phase 2 contract time shall be limited to 100 calendar days from the date the government employees vacate the small buildings to the date of Substantial Completion thus allowing the government to take occupancy of these buildings again.� The total contract time for all 3 Phases of work shall be 475 days from issuance of the Notice to Proceed to Substantial Completion.� Estimated Price Range:� The estimated price range for the total project is between $5,000,000 and $10,000,000.
