Description
The Syracuse VA Medical Center located at 800 Irving Ave Syracuse, NY 13210, intends to release an invitation for bid (IFB) numbered 36C242-20-B-0029 Project No. 528A7-17-732 Renovation the existing A wing, 5th Floor of Building 1 (noted hereinafter as 5A) on or about 2 April 2020. The 5A wing was previously a medical/surgical in-patient ward that is currently being used as administration space. The existing 5A wing will be vacated prior to the start of the construction phase. This project will include abatement of all known and unforeseen asbestos containing materials as well as removal and disposal of any PCBs and other hazardous materials, in addition to demolition of the necessary existing walls, electric, lighting, ceiling, floor tile, mechanical equipment, ductwork, plumbing, windows, etc. for approximately 7,200 gsf of existing ward space in order to construct a new state of the art in-patient rehabilitation unit that meets Commission on Accreditation of Rehabilitation Facilities (CARF) requirements. The unit will house a 14-bed patient unit consisting of 10 private rooms, 2 double patient rooms and 12 baths, one for each room, as well as patient dining and recreation areas. The new rehabilitation unit will contain all required medical gas, nurse call, ceiling mounted patient lifts and all necessary appurtenances for an in-patient rehabilitation care area as well as healthcare and administrative support. The duration of this project is 90 days for submittals, 60 days for asbestos abatement and 215 days for construction for a total period of performance of 365 days. The applicable North American Industry Classification System (NAICS) Code for this project is 236220, with a Small Business Size Standard of $36.5 Million. THIS IS SET ASIDE 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. The offeror must be registered in System for Award Management (SAM) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS at time of offer and time of award. Firms may obtain VetBiz information at http://vip.vetbiz.gov. The estimated magnitude of this construction project is: Between $1,000,000 and $5,000,000 The firms are required to self-perform 15% of the work and will be required to show in detail the breakdown to be submitted with the bid. Firms will also be required to supply the EMR rating at time of bid. Payment and Performance Bonds will be required. A 20% Bid Bond will be required and must be submitted with the bid. Unless additional notice is given or this notice is modified, the full IFB will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and 5.203
