- ACTIVE SOLICITATION IN ATTACHMENTS. FULL AND OPEN COMPETITIVE REQUIREMENT. ACTIVE AS OF 3 FEBRUARY 2020. BID RECEIPT DATE: 4 MARCH 2020. THIS SYNOPSIS SUPERCEDES THE NOW OBSOLETE SYNOPSIS AT FA2823-19-R-A046 Eglin Air Force Base (AFB), FL has a requirement to renovate building 892 on Eglin AFB, FL.� The North American Industry Classification System (NAICS) code for this requirement is 236220, Commercial and Institutional Building Construction, with a size standard of $39.5M.� This�is anticipated to be a full and open competitive acquisition with a Lowest Price Technically Acceptable (LPTA) Source Selection Process.� Award will be made based upon the Best Value to the Government in accordance with FAR Part 15.3. This project includes, but is not limited to the following, the replacement of existing seam metal roof, the replacement of Heating Ventilation Air Conditioning (HVAC) system, upgrades to the facility's electrical service, and the complete repair of restrooms at building 892 on Eglin AFB, FL. To mitigate impact to operations, the construction of a separate single-story facility (building 892B) with secret and top-secret areas is required. The facility shall be constructed on a concrete foundation, be a steel or reinforced concrete structure, have CMU/metal stud with brick and stucco veneer walls, and have energy efficient roofing. Work associated with this separate single-story facility includes building infrastructure, HVAC, electrical systems, communications, fire protection, water, sewer, isolated slab, security access/construction/overhead door and radio frequency (RF) isolation. Site-work associated with this separate single-story facility includes site preparation, utilities, fire lane, screen wall, loading/service area, and sidewalks. All work shall be performed in accordance with the Statement of Work (SOW). The performance period is 364 days after the Notice to Proceed (NTP).� The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the specifications. Proposals are not being requested or accepted at this time.� As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.� No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation.� The decision to solicit for a contract shall be solely within the Government's discretion The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System https://www.fbo.gov/ on or about 14 November 2019. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number; recommend registering immediately in order to be eligible for timely award.
