- This is a synopsis for the procurement of an estimated quantity of 248 Expeditionary 7 Meter (7m) Rigid Inflatable Boats (RIBs) over the next five (5) years under a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract�to replace the current equipment over the next five (5) years.� The 7m RIBs will be built to commercial standards and practices using Government specified requirements focused on key hoisting weight and ship compatibility constraints.� The acquisition approach will address Total Ownership Cost (TOC) emphasizing commonality with previously acquired 7m RIBs and standardization of equipment throughout the Class to reduce Life Cycle costs.� The Naval Sea Systems Command (NAVSEA) intends to issue a small business set-aside competitive Request for Proposal (RFP) to North American Industry Classification System (NAICS) code 336612 during the 3rd quarter of FY20 in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Additional Information: This pre-solicitation synopsis and Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that all Industry responses and questions�received for this Synopsis will be treated as public information and may be released on beta.SAM.gov. The Government will consider all comments received on this pre-solicitation synopsis. The Government does not commit to providing a response to any comment or question. The subsequent revision to any Request For Proposal-related documents based on comments received remains solely at the Government's discretion. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis. Any comments and/or questions regarding this pre-solicitation synopsis or Draft RFP must be submitted to the Contracting Officer, Roxie Thomas, via email at roxie.thomas@navy.mil. No telephone inquiries will be accepted. The final RFP, to include the Statement of Work and Specification and related files listed under solicitation number N00024-20-R-2210, will be issued electronically. Please continue to check betaSAM.gov for issuance of the final RFP and related documents by accessing the following internet address: http://www.beta.SAM.gov. Program Executive Office (PEO) Ships, Support Ships, Boats and Craft (PMS325), issues this Draft RFP with select attachments to solicit industry comments on the Draft RFP and its associated documentation. When/if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this Draft RFP. The Government anticipates releasing�the final RFP within four (4)�weeks of this draft RFP. Minimal changes are expected to the final RFP and the Government intends to award a contract by Sept 2020. If the RFP is released please note that proposals will be due approximately 5 - 6 weeks after RFP release. Due to mission needs this timeline cannot and will not be extended. The draft Boat specifications and drawings for hull and deck lines, outboard arrangements and general arrangements will be provided upon request via email.� To receive these documents, Offerors must email their requests along with a signed Use and Non-Disclosure Agreement.
