- FAR 12.603(c)(2) Streamlined solicitation for commercial items. ����������� ��� (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� A resulting Indefinite Delivery / Indefinite Quantity (IDIQ) delivery order contract will result to the awardee, with delivery orders being issued for each required tire delivery.� Please note that the delivery orders and Contract Line Item Numbers (CLINs) will stipulate delivery requirements and timelines.� Delivery of each 200-tire delivery order is required within ten business days.� A minimum of two delivery orders for delivery of 200 for each delivery order or one delivery order for 400 tires is guaranteed. Mobile home unit tires are required as specified in the Statement of Work (SOW) of this solicitation.� This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.� Registration information can be found at www.sam.gov.� Registration must be �ACTIVE� at the time of award. ��������������� (ii)�70FBR620Q00000029 is the solicitation number and this solicitation is issued as a request for quotation (RFQ). ��������������� (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 Dated 1/15/2020 see https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/hsar for clause language. ��������������� (iv) This is a 100% Small Business-Set Aside in addition to this being a 100% Disaster Area Set-Aside for businesses residing and primarily doing business within the Presidentially Declared Disaster Area of DR-4332-TX, Hurricane Harvey in one of the Declared Counties listed within the solicitation attached.� Non-local vendors are welcomed to provide a quote; however, local preference will be given to vendors residing or primarily doing business in the declared disaster affected counties Hurricane Harvey DR-4332-TX which will be verified prior to selection for award. ��������������� (v)One-line item inclusive of two (2) separate deliveries of 200 MHU Tires.� The price shall be inclusive of all taxes, fees, and delivery charges. ��������������� (vi) Mobile Home Unit Tires are required as stated in the specifications in the attached RFQ and the attached Statement of Work (SOW). ��������������� (vii) Date(s) are to be determined based off issuance of a delivery order; however, delivery shall be completed within ten (10) calendar days after issuance of a delivery order. The place of delivery is: FEMA Beeville Staging Area Chase Field 2745 Byrd St. Hangar VF-24 Beeville, TX 78102 Delivery and acceptance is f.o.b. destination. ��������������� (viii)The provision at 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference.� See the attached solicitation. ��������������� (ix)The provision at 52.212-2, Evaluation-Commercial Items, is applicable in that the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price only.� See the attached solicitation. ��������������� (x)Offerors are to complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.� See the attached solicitation. ��������������� (xi)The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and is incorporated by full text.� However, separate invoice instructions with payment details will be provided at time of award of an IDIQ.� See the attached solicitation ��������������� (xii)The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.� See the attached solicitation. ��������������� (xiii)See the attached solicitation and SOW for additional contract requirement(s) and terms and conditions. ��������������� (xiv)The Defense Priorities and Allocations System (DPAS)is not applicable to this solicitation. ��������������� (xv) Questions will be accepted up to March 4, 2020 close of business 5 p.m. Central Daylight Time.� Questions should be emailed to Horacio.Fernandez@fema.dhs.gov.� Phone calls will not be accepted.� Quotations are due by March 13, 2020 5 p.m. Central Daylight Time. �Email quotations to Horacio.Fernandez@fema.dhs.gov.
