Description
This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotation (RFQ) is W913E520Q0009. The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for one (1) automatic asphalt gyratory compactor for the production of asphalt specimens for the measurement of volumetric and performance properties as follows: Product Specifications: The primary aspect of this requirement is for the Contractor to provide one (1) automatic gyratory compactor for asphalt materials that is used to produce asphalt specimens for testing material volumetric and mechanical properties of various asphalt mixtures. The compactor shall be equipped to be able to compact 150mm diameter specimens to heights as tall as 185mm and as low as 50mm without the need for external spacers or equipment. The gyratory shall also include a fully independent control system (i.e. a computer is not required to run the device) that allows the specimen compaction to be run in either gyration number control or height control. The device shall conform to specifications set forth in AASHTO T-312 and ASTM D6925 and adhere to the following requirements: 1. Power. Instrument shall be powered by 120V A/C with standard US 120 V A/C plug. The device shall require no external resources other than electricity to perform all of its listed capabilities, which includes, but is not limited to, compressed air and pressurized hydraulic fluid. The space that this device will be used in does not have any sources of external power other than electricity. 2. Materials. Provide the following additional materials/ equipment: Four (4) cylindrical molds shall be included to allow the compaction of multiple specimens during the same timeframe. If it is not integral to the device, an automated extraction device shall be included to extract specimens from compaction molds without the need for manual removal methods. 3. Detailed specifications. The machine must be capable of compacting specimens so that it complies with the procedures detailed in standard specifications AASHTO T-312 and ASTM D6925. 4. Other. Gyratory compactor must remain in calibration after shipping and installation or an estimate of onsite calibration should be included in the quote. Calibration refers to load and internal shear angle calibration via NIST traceable means. Included with the device shall be a maintenance and/or service guidelines to ensure the device is properly serviced. This could be in the product manual or an external means. The gyratory must be able to export data to an external computer. The gyratory compactor must allow compactive stresses to be varied between a minimum of 250 kPa and 1000 kPa. The gyratory must allow the angle of gyration to be adjusted between a minimum of 0.00 and 1.50 degrees. For future use, the gyratory device shall be able to be upgraded to incorporate 4 inch diameter molds for smaller specimens as well as being able to compact cold mixtures, warm mix asphalt, and emulsions using perforated molds. These do not necessarily need to be included. Potential vendors shall provide a delivery schedule with their quotes. Delivery Instructions: All items must be quoted for delivery to: ERDC-CRREL 72 Lyme Road Hanover, NH 03755 Please reference the attached RFQ for the Purchase Description (PD), as well as all applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote. The following factors shall be used to evaluate offers: technical capability to meet the Government�s required specifications; and price. Delivery shall be FOB Destination to ERDC-CRREL in Hanover, NH� 03755.
