Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to develop a deployable capability for metering and monitoring of potable water supplies in Multi-Domain Operations (MDO).� As part of this project the research team desires demonstration/validation of the KETOS Shield solution which is an innovative combination of industrial-grade hardware and a robust enterprise-level software platform designed to continuously monitor water and provide predictive analytics in real time.� The system will be demonstrated at 2 government installations and a final report of the data analysis and findings will be prepared.� ERDC-CERL intends to award a purchase order on a sole source basis to KETOS, Inc. in accordance with FAR 13.106-1(b)(1). There are several pieces of equipment on the market that can detect a limited set of water quality parameters such as pH, TDS, ORP; and in current practices multiple pieces of equipment are required in order to meter and monitor water quantity and quality.� The KETOS Shield is a unique piece of equipment that can detect, transmit and analyze a broader array of contaminants and parameters in a single modular system with self-calibrating and self-cleaning capabilities.� It has the ability to continuously detect, transmit and analyze 20+ constituents including heavy metal ions, inorganics and other environmental parameters in real-time.� In addition, the unit is capable of being directly integrated with the current Deployable Water Metering and Monitoring System (DMMS) at Fort Leonard Wood, MO.� Therefore, KETOS Inc is the only vendor with a unit that can meet our project objectives. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334513 which has a size standard of 750 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way a34lter the Government�s acquisition strategy. Please provide responses to this notice no later than March 13, 2020 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
